UNHCR, the UN Refugee Agency, is offering a consultancy within the Affiliate Partnerships and Recruitment Section in our Budapest Global Service Center.

Organisational context

UNHCR is offering a consultancy within the Affiliate Partnerships and Recruitment Section (APRS), based in our Global Service Center in Budapest, Hungary. APRS is a section within the Division of Human Resources (DHR) under which the Affiliate Partnerships Unit (APU), the Recruitment Unit (RU), and the Risk and Oversight Unit (ROU) function.

The position

Under the supervision of the Chief of Affiliate Partnerships and Recruitment Section (APRS), and the Head of Risk and Oversight Unit, the incumbent will evaluate UNHCR’s processes and procedures for the prevention of and response to Sexual Exploitation and Abuse (PSEA) in the recruitment process. The evaluation will include a comparison to the current standards within the UN and other international aid NGO entities to establish where improvements, or new approaches, are needed. The review will also assess the extent to which resources assigned to the risk prevention processes, the organizational structure to advance them, and the activities to prevent and respond to the risk factors in recruitment are adequate and appropriate.

The primary users of the results of the evaluative review will be UNHCR senior management, including but not limited to the Director of DHR, Head of ATMS, Chief of APRS, Senior Coordinator for PSEA, Chief Risk Officer, Directors of the Regional Bureaus, and Inspector General, among others.

Duties and responsibilities

• Review UNHCR’s current recruitment processes with regard to SEA/SH risk mitigation

• Conduct a benchmark analysis with other UN agencies and NGOs to compare SEA/SH processes during recruitment

• Consult with other UNHCR departments and divisions such as LAS, IGO, PSEA task force, Risk department and the Bureaus

• Develop recommendations to enhance or improve the current processes delineating the necessary organizational structure and resources needed to implement the approach Essential minimum qualifications and professional experience required

Minimum Qualifications and Professional Experience Required

· University degree (in the areas of Human Resources, Public Administration, Business Administration, Evaluation, Social Science, Law or a related field) plus 15 years of relevant professional experience in humanitarian contexts; or a Master’s degree plus 8 – 10 years of relevant professional experience in monitoring and evaluation of risk prevention in HR specifically within humanitarian operations.

· Minimum of 5 years of experience in evaluation of programs and processes in risk prevention mechanisms in recruitment including analysis of SEA/SH in humanitarian operations.

· Proven track record as senior team member in evaluation design, implementation and analysis.

· Advanced knowledge of the humanitarian system, mandates, and roles and responsibilities

· Knowledge of the legal and social responsibilities in preventing SEA/SH in the workplace

· Knowledge and experience using qualitative and quantitative analytical methods

· In depth knowledge of and proven experience with various data collection and analytical methods/techniques used in evaluation and operational research.

· Extensive experience analysing and conveying complex qualitative information in a clear and compelling way, including through the use of graphics and other schematic visualisations.

· Fluency in English.

Location

The successful candidate will be based with the team in the UNHCR Global Service Center in Budapest, Hungary.

Additionally, selected candidate should be ready to take up the functions within a maximum of 2 weeks upon receipt of offer.

The selection of the candidate will be carried out by a review panel comprising of the Senior Management of DHR, APRS, PSEA Coordinator. In line with the UNHCR evaluation policy, potential conflicts of interest will be assessed as part of the selection process.
