BACKGROUND

The European Union is one of IDLO’s main strategic partners and the EU decision-making arena in Brussels is recognized as an important venue for IDLO’s policy-advocacy in enhancing partnerships and thought leadership on rule of law and access to justice. Developing a partnership with the EU – and specifically the European Commission – will be given continued attention in the coming period, including in the context of resource mobilization.

IDLO is seeking support in monitoring EU developments and identifying entry points for policy advocacy and programmatic engagements.

THE ASSIGNMENT

Reporting to IDLO’s Policy, Advocacy and Engagement Advisor based in The Hague and working with other relevant colleagues within IDLO the EU Liaison Consultant will deliver the below:

  • Monitor and research relevant EU decision-making arenas to pro-actively identify opportunities to advance IDLO’s engagement with EU institutions in Brussels in line with agreed (thematic and geographic) priorities;
  • Plan and/or coordinate meetings / workshops / briefings with key stakeholders, including logistical details for meetings, pre- and post-meeting strategy sessions, debriefs with participating officials and reports for internal use;
  • Alert IDLO colleagues on relevant public and/or online events, meetings and/or conferences or attend these on behalf of IDLO and report back.

Key Deliverables:

  • Desk research briefs, background notes in IDLO format
  • Monthly updates on EU decision making developments
  • Thematic updates on substantive areas to be identified
  • Activity reports
  • Event opportunities in IDLO format
  • Reports on attended events, meetings and conferences

IDEAL CANDIDATE PROFILE

Education and Work Experience:

  • Graduate degree in (European) law, political science, international relations or another relevant field.
  • At least five (5) years of professional experience of which at least two years relevant experience in monitoring and engaging with EU institutions in Brussels.
  • General understanding of European politics and the Brussels decision making arena, as well as interest in sustainable development, rule of law, access to justice, environment, migration, human rights, and other related issues.
  • Demonstrated experience in reporting on complex policy issues.
  • Self-starter and able to work remotely from the team.
  • Excellent judgment and strong people skills.

Languages

  • Excellent spoken and written English is required. Additional relevant language/s would be highly desirable.

TERMS AND CONDITIONS

IDLO shall offer the selected candidate a six months’ consultancy contract (Single Engagement Contract) with possibility of extension subject to performance and availability of funding. IDLO shall offer the eligible candidate a fixed lump sum fee of EUR 2,000 per month for part-time engagement (50% FTE).

This consultancy will be based in Brussels and closely aligned with the IDLO Branch Office in The Hague. This consultancy is expected to start by 1 October 2020 or sooner if possible.
