The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:–> Develop an outbreak toolbox following review of existing forms and tools for waterborne diseases, vector borne diseases, VHF, airborne illnesses and others. The toolbox will serve as a basis for the design of a suite of outbreak applications–> Develop SOPs/guidance on situation reports which include among others criteria and standards for assessing the quality of situation reports–> Design and advise on databases development, data entry, carrying out data analysis using quantitative methods to produce communication products such as situation reports, bulletins, alerts, and other ad-hoc reports using standard tools and templates.–> Support the HIM software developer on the development of suite of outbreak applications based on the outbreak toolbox–> Develop the weekly update on outbreaks and other public health emergencies in the region–> Develop multi-year specific disease reports as well as scientific articles on outbreaks occurring in the region–> Review, develop and/or updated country profiles for major outbreak and public health emergencies occurring in the region–> Proactively participate in outbreak and other epidemiologic investigations in emergencies in carrying out epidemiological and technical analysis using appropriate quantitative methods to interpret and analyze disease or health outcome data–> Proactively participate in the design, development and training of partners in affected areas to advance health service mapping in emergencies using standardized approaches, including but not limited to [a] developing and up-dating country-specific repository of information (at the highest geographic resolution possible) on core public health indicators (e.g. crude and under-five mortality rates, prevalence of malnutrition, vaccination coverage); [b] updating population estimates (resident, displaced, refugees), indicators used by partners for monitoring needs and response; vulnerability mapping; nutrition, mortality and vaccination coverage survey reports; health needs assessment reports; [c] coordinating data entry, validation, analysis and reporting of assessments and surveys from multiple sources in emergencies;–> Foster a culture of collaboration toward the development and implementation of Standard Operating Procedures (SOPs) for WHO-wide tools for data collection, management and analysis of public health data in emergencies–> Develop and provide capacity building and training to colleagues within WHO and partners, including Ministries of Health, with focus on enhancing epidemiology and information management core competencies; and stimulate collaboration with officials at the regional and national levels, to ensure a coordinated response using standardised, innovative information systems and tools.–> Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced degree in epidemiology, quantitative methods and/or medicine, complemented by degree in public health, international health or a related discipline.

Desirable: Specialization in one of the above fields.

Experience

Essential: At least seven years’ experience with a successful track record in epidemiology, information management, quantitative methods, surveillance and/or control of outbreaks, with proven field experience in epidemics or public health emergencies in international settings.

Desirable: In-service training in field epidemiology such as Field Epidemiology (and Laboratory) Training Programmes (FELTP), the European Program for Intervention Epidemiology Training (EPIET), the CDC Epidemic Intelligence Service programme, or equivalent experience.

Skills

Demonstrated expertise in field epidemiology, quantitative methods, data management, and surveillance in the area of emerging/re-emerging diseases and humanitarian response in an international setting. Proven ability to link routine health information and quantitative data to public health response in outbreaks or emergencies, planning, service delivery and/or policy-decision making. Skills in designing and managing databases in software commonly used in field epidemiology (for example, EpiInfo, EpiData, ODK, Microsoft Access, SPSS, STATA, SAS, R). Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure. Excellent interpersonal and communication skills, complemented with ability to synthesize information in a clear and concise manner. Tact, diplomacy and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3402 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
