Position: Emergency Officer

Location: Suran Field Office – Aleppo Governorate

Assignment: Emergency Officer under the supervision of emergency Project Manager/ Sr.Officer will be responsible for leading and implementing Food/NFI assistance activities in Idleb governorate.

GENERAL OBJECTIVES:

  • Implement Food and NFI activities.

  • Complete deliverables to specification and within timeline.

  • Represent Program and ACTED in Relevant Sectors.

  • Provide required information to relevant parties as dictated by contract and procedures.

  • Support initiatives to gather data, information, or feedback related to the program from various stakeholders. Contribute to tool and process design, implementation, reporting, analysis, and decision making.

  • Identify best practices and lessons learned

KEY RESPONSIBILITIES:

Finance

  • Respect and follow up of ACTED’s Financial procedures

Reporting:

  • Ensure that weekly and daily registration, distribution and redemption records and reports for the relevant geographic area are properly filled out and submitted to the Senior officer and Program Manager for review.

  • Share any concerns or recommendations related to the safety and efficiency of distributions or the overall effectiveness of the Senior Officer and/or project Manager.

Project Cycle Management:

  • Supervise orientation and/or training to LCs, contracted vendors and community members on related to the project.

  • Supervise the registration process for the vulnerable households across the locations mentioned, and insure all the information requested in place

  • Supervise Need Assessment, market assessment, and price monitoring.

  • Supervise all the task in the program work plan on daily basis.

  • Supervise the market assessment, price monitoring,

  • Provide high quality support and supervision to Emergency Assistant.

  • Supervise distribution and redemption plan and ensure that the team follows all necessary safety protocols, including communication, road safety, and emergency supplies.

  • Ensure that all registration, distribution and redemption staff understand and protect the rights and dignity of all community members and beneficiaries, especially the most vulnerable.

  • Supervise the Implementation for both the voucher and/or in-kind distribution and redemption processes, and all the necessary documents submitted accurately on time,

  • Verify and count the vouchers from the participant vendors and review all documents prior submission to finance for payment,

  • Supervise the Emergency team to do document review and verification prior submission to Finance for payment,

  • Ensure to keep accurate documentations related to the program at the field level,

  • Coordinate with AME team to organize Distribution Monitoring and Post-Distribution Monitoring (PDM) activities and follow-up analysis and reporting.

  • Liaise with Logistics, Finance and other departments as appropriate to identify and plan the support needed for implementation of projects.

  • Track working hours of direct reports and verify timesheets.

Adherence to All Applicable Regulations:

  • Insure the beneficiaries meet the selection criteria,

  • Collect all the information from beneficiaries for the project,

  • Collect necessary documentation for project completion.

Key Working Relationships:

  • Supervised by: Senior Emergency Officer

  • Internal: Emergency Project Manager, Senior Emergency officer, Food Safety and Quality Officer, Emergency Food Monitor, Logistics, AME, PR and Finance teams.

  • External: Community Leaders, Local Councils, Contracted Vendors, Program Participants, NGOs**

TEAM MANAGEMENT:

Under supervision of Syria PM:

· Provide leadership to the Emergency team, ensuring clarity over plans and priorities, encouraging effective team-work.

· Provide supervision, guidance and monitoring for Emergency team, ensuring clarity over project plans and priorities and encouraging effective team work

Required Knowledge and Experience:

● 3 years’ experience implementing programs/ activities especially in emergencies.

● University degree in relevant field.

● Experience with food and NFI programs including In-kind, voucher and cash modalities.

● Excellent organizational and program management skills and the ability to anticipate program needs.

● Effective verbal and written communication, multi-tasking, organizational and prioritization skills

● Previous experience in insecure environments

● Ability to work well in a team in difficult circumstance.

● Strong ability to effectively take and give direction.

● Knowledge of office equipment, email and computer applications, especially Microsoft Word and Excel

● Ability to analyze databases resulting from surveys.

● Excellent oral and written English.
