ADB only hires nationals of its 68 members.The position is assigned in the Social Sectors and Public Sector Management (PASP) Division within the Pacific Department. The department is responsible for client relationships with 14 Pacific developing member countries. PASP manages loan, grant, technical assistance and knowledge products relating to the social sectors, education, health, social protection, public sector management, and gender (inclusive of cross divisional support). Job Purpose The Economics Officer supports the technical capacity of the Pacific Department by providing research and operational support to PARD international economists and other staff. In particular, the Economics Officer will be expected to carry out country, economic, and multi-sectoral research and analysis to support thematic and sector work; compile and analyze policy issues; oversee the maintenance and updating of PARD’s database of social and economic indicators in cooperation with PASP international staff (IS) Economists; and support knowledge management and the production of knowledge products on economic and fiscal management topics. The Economics Officer will also support processing of projects and programs through appropriate economic analysis and inputs. The Economics Officer reports to Director, PASP and designated international staff.Responsibilities

  • Prepares reports on economic and sectoral developments in DMCs and assists in economic, thematic, and sector work (ETSW) by compiling relevant data, providing timely analysis, and preparing reports to summarize findings.
  • Prepares economic reports and assessments as inputs for the Pacific Economic Monitor and the Asian Development Outlook/Update publications for Pacific DMCs.
  • Works with the PARD economics team to ensure quality of wider economic thematic and sector work, through peer reviews and inputs.
  • Supports project team leaders by undertaking economic and financial analysis for projects under ADB guidelines, and/or supporting and supervising consultants to undertake the same.
  • Supports processing of policy-based operations, including preparation of macroeconomic assessments and relevant linked documents. Reviews consultant outputs prepared for policy-based operations.
  • Handles staff consultant and selective technical assistance (TA) administration tasks, including processing of contracts and tracking disbursements to ensure that the assigned projects are properly planned, monitored, and reported.
  • Participates in and/or independently undertakes various missions as assigned, including for operational work.
  • Provides analytical support in preparation of strategic framework for economic and fiscal management by collecting information on recent developments, best practices, and standards in these areas (extensive research on approaches by other multilateral banks, developments in banking and capital market subsectors, etc.).
  • Provides support to Pacific DMCs (PDMCs) by conducting training workshops and engaging in missions to work closely with government technical staff developing long term fiscal forecasting and planning models for application in national budgeting and policymaking
  • Compiles current policy information, data, and trends affecting economic and fiscal issues including the development of capital and financial markets, trade and industry reforms, restructuring of state-owned enterprises, trust and sovereign wealth funds, pension and insurance reform, and other strategic areas affecting the Department’s programs. This work includes tracking recent policy issues, initiatives, and recommendations by International Financial Institutions (IFIs) and disseminating these to ADB staff.
  • Support the maintenance of the Department’s knowledge base websites for (i) information on economic and fiscal management in covered DMCs, and (ii) information on international best practices and guidelines in economic policy, finance, private sector, and industry and trade.
  • Supports organization of knowledge sharing activities including preparation of program; logistics and financing arrangements, and similar activities. Participates as resource person in knowledge dissemination activities relating to assigned projects.
  • Assists in drafting and coordinating preparation of Annual Meeting briefing papers and country information notes for the President on PDMCs; briefing notes for management; and relevant sections of country fact sheets.
  • Assists in coordination of the Department’s participation in related activities involving internal committees and working groups and outside institutions (e.g. the Pacific Financial Technical Assistance Centre of the International Monetary Fund, the Organization of Economic Cooperation and Development, the World Bank, International Monetary Fund, World Trade Organization, etc.). Undertakes background research work in support of PARD’s collaboration with these institutions.
  • Supports bi-annual Asian Development Fund (ADF) country performance assessment exercise.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in a relevant field, preferably in economics, business administration, finance or accounting. A Master’s degree, or equivalent, would be an advantage.
  • At least 8 years of relevant professional experience in economics and public policy formulation, project processing and administration, or country programming, preferably with an international organization or national government.
  • Experience working with government organizations, fiscal and economic management agencies, and multilateral development institutions would be an advantage.
  • Familiarity with Pacific countries and institutions.
