Unrest in the Syrian Arab Republic has been on-going since March 2011 and has deteriorated ever since. The situation has recently worsened as the number of people in need of humanitarian assistance has increased many folds since March 2011 and is now estimated at over 13 million people (SRP, 2015). Almost 82% of the population are living now in poverty of which 30% live in abject poverty (SCPR, March 2015). Among the affected people, the number of IDPs has grown significantly and is now estimated at 7 million. Many families had to leave their homes and seek refuge in schools, public gardens, relatives’ houses or in surrounding countries because of violence but also scarcity of livelihoods, income, and access to basic services in their home towns and villages.

As a response to the Syria crisis, the United Nations Agencies in Syria rolled out the thematic sector coordination mechanisms in order to ensure a coherent and adequate humanitarian response to the Syria crisis. UNDP takes the lead on the Early Recovery and Livelihoods sector working group (cluster) and ensures that all livelihoods and early recovery issues are timely captured by the sector and response plans are adequately developed.

As part of its mandate in the Early Recovery and Livelihoods field of interventions, UNDP is conducting different types of damage and livelihoods assessments to better inform the response planning mechanisms. Humanitarian needs overview, early recovery sector needs and priorities and corresponding severity ranking are all internal research and assessment processes that are managed and conducted by UNDP in close liaison with active sector members.

Under the direct supervision of the Early Recovery Specialist, the Early Recovery Coordination Officer is responsible for the coordination of the Early Recovery and Livelihoods sector working group/cluster.

Duties and Responsibilities

The Early Recovery and Livelihoods Coordination Officer shall work closely with the Early Recovery Specialist and particularly perform the following:

  • Support the development of the Early Recovery and Livelihoods sector strategy focusing on resilience, and maintain close coordination among sector members for the compilation of the pertinent projects in appeals (SRP) or donors’ conferences.;
  • Support the monitoring of sector members/agencies projects and initiatives and progress in implementation as per the ER&L strategy;
  • Ensure active involvement and participation of different stakeholders and partners in all early recovery and livelihoods trainings and capacity development activities;
  • Coordinate with other sectors/clusters especially regarding the early recovery activities mainstreamed or conducted by them;
  • Support the Early Recovery Specialist/Coordinator in preparing for the early recovery and livelihoods sector working group meetings: agenda, minutes of meeting, follow up on recommendations and proposed actions;
  • Support the coordination mechanism and liaise with different UN agencies, international NGOs, national NGOs and other concerned stakeholders in the field of livelihoods and early recovery;
  • Liaise with the sector members to update the 4W matrix (who, where, what, when, how…) and the mapping of the early recovery and livelihoods activities in addition to drafting the sector progress reports (monthly, periodic, mid-year, annual and ad-hoc reports);
  • Support the chair of the Early Recovery and Livelihoods working Group in establishing strategic relations and partnerships with all stakeholders such as conflict-affected population, vulnerable groups, SMEs, other businesses in order to ensure that livelihoods concerns are known and addressed within the overall livelihoods strategy and response;
  • Support the generation and dissemination of livelihood interventions and knowledge products;
  • Support the UNDP early recovery and livelihoods assessments: review and prepare necessary documents, situation analysis, and background papers on livelihoods and socio-economic sectors affected by the crisis;
  • Co-lead (with the ER Specialist/coordinator) the rapid area-based damage and livelihoods assessments to inform the humanitarian needs overview process, the priority interventions and severity ranking exercises conducted in preparation of the annual response plans (SHARP, SRP…);
  • Prepare analytical reports on the livelihoods situation, progress in the implementation of early recovery strategy;
  • Support the training activities related to early recovery and livelihoods: logistics, agenda, training modules, finance.

Required Skills and Experience


  • A Master degree in degree in economics, social sciences, social development studies and other related fields;
  • A Bachelor degree can be considered with six years of relevant experience.


  • Four years of experience in socio-economic development, socio-economic research and analysis, coordination and knowledge of socio-economic research tools and methodologies;
  • Knowledge of Computer programmes used for research and socio-economic analysis is required (SPSS, STATA, ACCESS…).

Language Requirements:

  • Excellent English and Arabic writing skills is mandatory.
