Position Overview

Reporting to the ACHIEVE Dominican Republic Project Director, the Finance and Operations Manager is responsible for overall financial management of the project and ongoing administrative and operational support for the project. In addition to leading effective logistical coordination of project activities, the Finance and Operations Manager will monitor use of financial resources, expenditures, and preparation of financial reports. S/he will oversee the human resources and procurement activities of the ACHIEVE Dominican Republic project. S/he will ensure implementation of logistical, financial, human resources and procurement policies are in line with USG regulations and Pact policies.

Key Responsibilities

Develop and ensure administrative policies and procedures are in line with best practices and compliant with Pact policies;Supervise Procurement Associate, Human Resources Associate, and Accountant and ensure that they properly carry out their responsibilities;Lead the development of policies, guidelines, and criteria for the management of project finances and sub-grants in accordance with Pact standards and USAID regulations;In collaboration with Pact HQ-staff, prepare and submit financial reports and cash requests;Work closely with Pact HQ to ensure compliance and effective and proactive fiscal management of ACHIEVE Dominican Republic;Provide regular timely and clear operations and administration-related communications and updates to Pact HQ staff and key stakeholders;Support Dominican Republic buy-in workplan and budget development;Facilitate project-level knowledge management systems and processes;Support the technical team in providing or organizing technical assistance and financial and operations management to local partners;Support project reporting, including semi-annual reports;Coordinate review of financial and audit reports;Perform other duties as assigned.

Basic Requirements

Master s degree in a related field, such as international development, business administration, finance, or accounting;At least 5 years experience in financial and operations management related to international development including 3 years of supervisory experience;Experience with USG project management and managing the finances of USAID-funded programs;Critical thinker with a can-do approach to problem solving, disaggregating larger/complex problems to identify underlying drivers and critical nuances;Ability to perform and prioritize multiple tasks;High degree of professionalism and ability to deal sensitively with confidential material;Strong interpersonal (verbal and written) communication skills.

Preferred Qualifications

Professional-level English language skills (written and oral).
