Background: The Social Sector at the IDB is currently looking for a strategic, people leader and highly motivated individual to head the Labor Markets Division, reporting directly to the Sector Manager in the Vice Presidency of Sectors and Knowledge.

The team’s mission: The Social Sector (SCL) is a multidisciplinary team that invests in people as the way to improve lives and overcome the development challenges in the countries we serve. It formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. Our objective is to advance a more and productive and equal region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The activities of the Labor Markets Division include:

  • Support the Bank’s strategy, knowledge products and operations in the area.
  • Generate and translate innovative analytical work and methodologies into relevant lending operations and knowledge and capacity-building products.
  • Develop strategies to mainstream labor market and social security issues into IDB operations for social and economic development with other divisions/units of the Social Sector (gender and diversity, social protection, education, migration) and with other sectors within the Bank.
  • Lead the constant change and the imperative innovation needed in these critical times. The horizon for labor markets and social security offers challenges specially for the markets that result from the digital economy.

What you will do

  • Lead the design, preparation and execution of high quality and relevant loans and technical assistance operations, policy dialogues and institutional capacity-building activities on labor markets and social security, incorporating cross-cutting themes such us gender, diversity, migration, climate change, among others, and ensuring high-quality standards.
  • Advise Management on the development of strategies, policies, and guidelines for the Bank on labor markets and social security, with special focus on adapting to the specific needs of the different borrowing member countries.
  • Identify and integrate innovative solutions, with emphasis on the use of digital technologies and a high awareness on data analytics for labor markets and social security. These approaches can include those with potential to craft systemic disruption to those targeted to specific sector challenges, creating both external partnerships and alliances within the IDB Group.
  • Lead the generation, sharing, dissemination, and application of analytical sector work on labor markets and social security in coordination with other Bank sectors.
  • Lead, motivate and develop a multi-disciplinary group of highly-skilled multicultural professionals located in our headquarters in Washington, D.C. and our country offices across the region. Manage using a top set of soft skills, promote teamwork consistent with our ethics and respect in the workplace standards, and promote inclusive workplace practices.
  • Develop strategic and innovative partnership with relevant institutions, including governments, international organizations, regional agencies, the academic community, and civil society.
  • Manage all aspects (human resources, budget deployment and implementation of operational plan) for a multi-disciplinary group of professionals.

What you will need:

Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents. Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group. Education: Master’s degree or equivalent Licenciatura/advanced degree (Ph.D. preferred) in one of the following areas: Economics, Labor Economics, Social Sciences, Political Sciences, Public Policy or other relevant fields. Experience:

  • At least 10 years of relevant experience related to the key responsibilities of the position.
  • You are recognized as a leader and authority among peers in the field.
  • You have a shown experience in similar positions, preferably in Latin America or the Caribbean, including broad experience, at a similar level, in coordinating multidisciplinary teams to develop complex projects in a matrix structure environment, with strong technical background.
  • You combine strong intellectual leadership with: a) a track record of successfully designing or/and implementing projects and programs in the areas described above, and b) broad experience in working with knowledge networks and knowledge dissemination and management.
  • Publications: significant publication record on labor markets, gender, diversity and social inclusion issues, preferably on Latin American and Caribbean countries.

Languages: Excellent English and Spanish language proficiency, oral and written, is required. French and Portuguese are a plus.
