For ZOA DRC, the Peace Nexus approach is at the core of its projects. Throughout ZOA’s 16 years of activities in DRC, ZOA has built a vast track record. Next to short term relief projects (humanitarian), ZOA DRC focusses on more sustainable interventions (resilience), addressing root causes of some of the major problems in DRC. An example is the facilitation of access to land for smallholder farmers , food security and livelihoods interventions (PIP, VSLA etc.) and IWRM. In addition, ZOA helps communities to become resilient in the face of the shocks of conflict through the so-called community-based socio-therapy (CBS) approach. Restoring trust in each other and creating hope for a peaceful future are prerequisites for rebuilding flourishing and stable communities. ZOA has a strong presence and acceptance in communities due to its way of working as is embedded in ZOA’s vision: putting people at the centre.

Your challenge

The Director of Administration & Finance is responsible for effective and efficient management and control of all operational processes in the area of Administration, Finance, IT and Logistics in the country organisation. The Director of Administration & Finance reports to the Country Director and is a member of the Country Management Team.

Your main tasks and responsibilities

Administration

  • Development and maintenance of country specific policies and procedures in the fields of finance, logistics and procurement in compliance with ZOA global quality management framework;
  • Maintenance of country administrative manual (finance, procurement) and ensuring compliance;
  • Monitoring of and support on processes and procedures related to finance, logistics and procurement.

Finance

  • Contributing to the Country Strategy and Annual Plan, with a specific task in preparing the corresponding annual budget and financial sections;
  • Development of monthly and quarterly financial management information at country organisation and at programme organisation level;
  • Preparation of country annual accounts, in accordance with relevant legislation and regulations;
  • Monitoring finance compliance to internal and external (donor and government) rules and regulations;
  • Preparing and processing the allocation of indirect costs to project budgets;
  • Preparing monthly, quarterly and annual financial reports at country organisation and programme organisation level;
  • Advises and supports the Country Director and Programme Managers in the development of budgets of funding proposals;
  • Managing financial audits and responding to audit reports.

Logistics

  • Implementation of IT policies and procedures in compliance with ZOA’s worldwide framework;
  • Managing availability, continuity and security of appropriate IR facilities;
  • Implementation of logistical policies and procedures in compliance with ZOA’s worldwide framework;
  • Monitoring and evaluation of logistical policies and procedures.

Partner capacity

  • Contributes to partner capacity enhancement in areas of Finance, IT and Logistics.

Leadership and management

  • Member of the Country Management Team and the Local Crisis Team.
  • Provides leadership to staff reporting to the Director of Administration & Finance.
  • Supervises and periodically appraises the performance of staff reporting to the Director of Administration & Finance.

Your profile

Identity

Knowledge & experience

  • Academic degree in Finance (e.g. MBA) or auditing;
  • ZOA’s finance practices;
  • Full working proficiency in English is essential;
  • Full working proficiency in French is essential;
  • Experience in general management;
  • Preferably, some cross cultural experience in a development and fragile setting.

Special conditions/circumstances

  • Given the current security situation, the duty station is not suitable for accompanying family members.
