Organizational Setting

The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. REU develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

The Digital Agriculture Specialist will work under the overall supervision of the Regional Programme Leader for Europe and Central Asia, with the technical guidance and supervision of the Information and Knowledge Management Officer and in close collaboration with the Regional Initiative Delivery Managers and with other FAO technical officers as required.

Technical Focus

The incumbent will provide technical analysis and support to FAO programmes from the perspective of the digital transformation of agriculture (which includes forestry and fisheries), also called digitalization of agriculture, digital agriculture or e-agriculture.

Tasks and responsibilities

Digital Agriculture Specialist will undertake the following tasks:

  • Based on previous work done by FAO and ITU, continue collecting and analysing data on digitalization status and trends, policies and strategies, challenges for rural and urban areas, paying attention to gender aspects of digital divide; as well as assist in monitoring indicators on digitalization in the region and other information in support of programme of work (digital index);
  • Collect and analyse applications and digital services offered by public and private sectors as well as the civil society in relation to digital agriculture in order to integrate some of them in FAO response to COVID-19 crisis and future projects and activities related to digital preparedness;
  • Collect and document innovations, good and promising practices on digital agriculture and contribute to the normative work of the Regional Office related to digitalization;
  • Appraise capacity development needs relating to digitalization in the countries of the region, including identification of digital skills gaps, existing e-learning and online training programmes;
  • Assist with the development of project ideas, and participate in the preparation of draft project proposals in the area of digitalization; and
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in agriculture (economics, statistics, extension), development studies, computer science and engineering communication, or related studies;
  • At least five years of relevant work experience (PhD studies can substitute for work experience);
  • Demonstrated analytical research ability, as shown in research papers or articles;
  • Working knowledge of English. At least limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese Russian) , preferably Russian, for COF.REG. For PSA.SBS a working knowledge of English.
