Operational context

In line with global commitments, agreements, strategies and principles on increased interagency collaboration, UNHCR and WFP have created a Joint Programme Excellence and Targeting Hub. The established framework for collaboration provides a strong basis for the two agencies to provide strategic and operational support at country-level, with the objective of improving outcomes for refugees. This will be achieved through a new way of working, ensuring effective use of limited resources by targeting the right people with the right assistance, including support towards longer-term self-reliance.

Through a joint team of roving professionals, the Hub will provide support to country offices throughout the programme cycle: i) Joint situation and context analysis; ii) Integrated programme design, iii) Targeting, iv) Implementation, and v) Monitoring, learning and feedback. The team will provide remote and/or in-country support, building on existing structures and capacities.

The Joint Programme Excellence and Targeting Hub is initially set up for one year and with the capacity to support two countries throughout the entire programme cycle, and to provide support on demand for additional 4 countries using a modular approach (covering selected phases of the programme cycle). The Hub will be led by a Joint Coordinator, reporting to the project leads governed by the Technical Advisory Group (TAG), consisting of senior UNHCR and WFP staff from relevant units.To support the Joint Programme Excellence and Targeting Hub, UNHCR and WFP are now looking for a Data Systems Officer to focus on the Data Systems and Inter-Operability to support this work.

Functional statement

The role of the Data Systems Officer will be key to ensuring the necessary data systems are in place (or existing ones are inter-operating) to ensure robust data protection and effective programme delivery and monitoring. She/he will be responsible for practically implementing approaches for systems interoperability to support joint programming with country teams in line with global commitments and related activities on inter-operability. The Data Systems Officer will ensure the documentation of different use-cases and the learning around their implementation.

Duties and responsibilities

Responsibilities and activities include: ‘ Provide technical support to selected country offices to ensure robust data systems are in place to support joint programming in line with UNHCR/WFP inter-operability work plan

‘ Support country offices to generate dynamic beneficiary manifests (snapshots of registration data to be used for assistance delivery) where relevant

‘ Support country offices to make available data to inform needs assessments, validation of targeting, and monitoring in line with the 2018 Addendum on Data Sharing

‘ In collaboration with the UNHCR and WFP AAP teams, design inter-operable systems, processes and guidance, including customer relationship management and data visualisation tools, for ensuring two-way communications, including complaints and feedback between the affected populations and UNHCR/WFP in line with personal data protection policies and guidance

‘ Promote greater understanding of mechanisms which make use of UNHCR’s identity data in the delivery of assistance including by sharing knowledge of UNHCR’s Global Distribution Tool (GDT) within WFP operations and WFP’s tools within UNHCR operations and scaling-up in relevant contexts

‘ Support country offices to develop processes to de-duplicate and cross check personal data required for assistance delivery, and provide access to (or transfer of, if necessary) biometrics to WFP.

‘ Design system (and dashboard) for global monitoring/reporting of refugee needs and assistance provided to support greater data sharing and advocacy

‘ Support innovative reporting and visualization of results/data

Essential minimum qualifications and professional experience required

‘ Minimum of 5 years of relevant experience with graduate degree (equivalent of a Master’s) or 6 years with undergraduate degree (equivalent of BA/BS) in Computer Science, ICT, Engineering, Social Science, Economics or related fields

‘ Operational experience and/or sound understanding of UNHCR and WFP data systems (including beneficiary management)

‘ Strong written and communication skills

‘ Fluency in English

‘ Advanced computer skills

‘ Strong analytical, planning and organizing skills

Desirable qualifications and competencies

‘ Understanding of UNHCR registration, individual case management processes and assistance delivery processes

‘ Understanding of WFP beneficiary information and programme processes

‘ Familiarity with PRIMES application (progress v4, BIMS, GDT, RAIS)

‘ Familiarity with WFP applications (SCOPE, Building Blocks, COMET)

‘ Familiarity with customer relationship management (CRM) systems

‘ Familiarity with data protection and privacy in humanitarian contexts

‘ Experience in business analysis and specification of requirements

‘ Working knowledge of French language at B2 level
