The Public Affairs and Communications Directorate (PAC), supports the implementation of the Secretary General’s strategic orientations by orchestrating the Organisation%27s external communications. PAC looks at the whole spectrum of OECD work, how it relates to the global public agenda, and ensure key OECD policies and research are communicated to key stakeholders and the media.

In the context of the development of a comprehensive and responsive impact framework, PAC is looking for a Data Engineer, with experience in data modelling and engineering, and in creating scalable data ecosystem and business intelligence reporting systems. The Data Engineer will join the organisaton to design and drive the transformation of the data-driven steering platform of OECD Communications towards a Platform as a Service (PaaS) based on Microsoft Azure Analysis Services:

  • Storage with Azure Blob Storage;
  • Data integration with Azure Data Factory and SQL Server Integration Services;
  • Cloud database with Azure SQL Database;
  • Business analytics service with Power BI.

He will then be responsible for the maintenance, evolution and continuous improvement of the platform.

The selected candidate will join the Digital Content Management and Innovation team and will report to the Innovation and Communication Pocesses manager. He/She will work closely with the maim stakeholder being the Monitoring Impact and Evaluation team, and collaborate with various teams in an agile, DevOps and Lean IT environment, to successfully build our business intelligence and data platform strategy and roadmap in order to sustain evidence-based communications.

Main Responsibilities

Data modelling and architecture

  • Work closely with all relevant PAC teams in order to identify data needs; understand their specific requirements for metrics and analysis, build and own robust data models that power internal analytics for all teams;
  • Proactively identify actionable opportunities across the existing data ecosytem, identify gaps and recommend improvements;
  • Ensure quality and reliability of consolidated data in order to make it ready and easy to use;
  • Set up standard and best practices for data management, and transfer knowledge to relevant colleagues;
  • Build and maintain comprehensive data documentation providing data producers and consumers with the tools to understand, discover and collaborate on data;
  • Participate in technology watch activities (new solutions bringing value, trends) and communities of practices around data (data scrapping, data crunching, data mining,etc.).

Data-driven steering system design and development

  • In alignment with the long term business intelligence and data platform vision, design, implement and maintain optimal data infrastructure and systems that will support evidence-based communications working closely with all relevant teams
  • Develop, test and deploy a performant, efficient, scalable and secured data infrastructure (datawarehouse, ETL, data pipelines to collect and aggregate multi-source data, data vizualisation…) able to sustain business teams needs and growth, and data volume%27s increase, and enabling data-driven decisions and communications; automate data processing tasks as needed
  • Conceive and develop high-performance business intelligence solutions that provide various analytics tools to the Directorate, and deliver live analytics and reports;
  • Ensure that underlying tools and technologies are optimized and well-leveraged and that developments are business-driven;
  • Train other relevant colleagues in maintaining the platform and/or developing new features, manage external suppliers involved in its development and/or maintenance where needed.

Ideal Candidate Profile

Academic Background

  • Advanced university studies in Computer Science, information Systems, Engineering or a related field

Professional Background

  • Minimum three, preferably five years’ experience in data engineering, business intelligence, analytics or related roles with design and implementation
  • Extensive experience in successfully leading change in an complex environment across multiple processes
  • Hands on experience leading data warehousing and analytics projects
  • Successful experience in continous improvement methodologies (Agile, Lean, Kanban, DevOps…)
  • Significant project or product management experience is a plus ;
  • Experience in international environment is an asset.
  • Ability to work cross-functionally with multiple stakeholders
  • Self-driven, independent with problem solving mindset
  • Strong interpersonal, influence and presentation skills

Technical expertise and tools

  • Strong proficiency in data architecture, data modelling and management
  • Strong proficiency in data warehousing, OLAP and ETL processes at scale, particularly the Microsoft suite of BI applications (SSAS, SSIS, SSRS)
  • Excellent understanding of relational (Microsoft SQL Server) as well as non-relational databases (MarkLogic), methods and approaches
  • Scripting/Programming skills – C#, PowerShell, Ant
  • Good knowledge of concepts linked to APIs
  • Concrete experience with data vizualisation tools (Pivot Tables, Tableau…)
  • Experience with Web analytics tools such as Google Analytics.
  • At ease with DevOps tools in continuous integration environment (Git, Jenkins, Subversion)
  • Experience on data governance questions

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • 2 year fixed term appointment, with the possibility of renewal.

What the OECD offers

  • Monthly base salary starting from 4 675 EUR, plus allowances based on eligibility, exempt of French income tax.
