DanChurchAid (DCA) is looking for a Programme Officer for the Libya programme 161 views

DCA invites applications for a Programme Officer (PO) for the Libya programme. This is a non-family position based in Tunis and Libya respectively.
The DCA Libya programme is a growing programme with wide-ranging activities including the clearance of explosive hazards, survey, risk education, NFI distribution and psychosocial support (PSS). The programme has an administrative office in Tunis as well as offices across Libya from where projects are implemented.

The Overall purpose of the job as PO for the Libya programme is monitoring the progress of projects and gathering data to report to donors and DCA HQ. Day-to-day the PO will monitor that the projects are implemented according to the approved proposals and in compliance with the rules and regulations of Donors and DCA. The PO will maintain clear records of all results from each project as they progress. In turn, the PO is responsible for leading the production of internal DCA and donor reports, as well as communication materials such as case studies. The PO will represent DCA in interagency, donor, partner, local and national authority meetings as relevant and necessary. The PO, in conjunction with members of the Senior Management Team (SMT), supports the CD in the development of programme strategy, with input into planning for future projects, research into opportunities for programme expansion into new fields, including contribution to proposal writing.

Key responsibilities of the PO include:

  • Taking the lead in proposal writing and reporting to donors.
  • Ensure that administrative and financial procedures are followed according to Donor and DCA guidelines.
  • Monitor project results and maintain records of each project to aid donor reporting.
  • Ensure that cooperation agreements for proper implementation, documentation and follow-up of project activities are in order.
  • Monitor progress of and, if necessary, revise project activities and work plans in coordination with Head of Programme (HoP) and Country Director (CD).
  • Facilitate external monitoring visits and dissemination of results among relevant stakeholders.
  • Coordinate regular field monitoring visits to implementing partners, security permitting.
  • Prepare monitoring reports and share them with all relevant parties.
  • Follow up on expenditure of the projects with the HoF (Head of Finance).
  • Coordinate the collection of data from all projects including KAPB surveys.
  • Become the custodian of all raw data/metrics for the different component parts of the projects.
  • Maintain records of internal training within the programme.
  • Represent DCA in meetings, networks, seminars and conferences where relevant and beneficial to the DCA programme.

  • Develop and maintain effective working relationship with other members of the programme to ensure maximum impact for beneficiary communities
  • Contribute to a culture of excellence, collaboration, continuous improvement and performance optimization across all projects
  • Be a role model for diversity and inclusion, as well as a positive role model for a collective and collaborative team spirit.

We are looking for the following qualifications and experience:

  • A graduate in international relations, social science or similar degrees; preferably with a master’s level qualification
  • You will need a minimum of at least 3 years of humanitarian experience
  • Demonstrated experience in grants management, fundraising and coordination
  • Strong analytical skills and capacity
  • Experience of working in a remote management model is an added advantage
  • Preferably you will have experience of working in a hostile environment and have a flexible approach, with the ability to adapt to rapidly changing situations
  • You will need to be used to living and working in an environment where there are often restrictions on movement and limited opportunities for external leisure and activities
  • You will need exceptional cultural sensitivity and highly developed skills in dealing with males and females in a conservative society
  • Ability to work independently and to work under pressure
  • Fluency in written and spoken English is required. Arabic is an advantage.
  • Prior work experience from the Middle East or North Africa is an advantage
