    Purpose of the Post

    The Country Manager is responsible for leading the disaster response, providing strategic leadership and management in developing YKMI country strategy and programmes. The Country Manager has the responsibility for ensuring that all aspects of the programme are managed effectively; ensuring that YKMI programmes in emergency relief and development assistance address the root causes of poverty and inequality.

    The Country Manager is the primary focal point for Muslim Aid programmes and partnerships in Indonesia and will ensure that Muslim Aid funds and resources are used to achieve maximum impact on the lives of vulnerable people. The Country Manager is also responsible for leading on Programme development and diversifying the fundraising base.

    Main Responsibilities

    Leadership and Accountability

    1. Be the lead person in the country office on behalf of Muslim Aid.

    2. Develop the country programmes based on the existing country strategy and carry out structured strategic reviews of YKMI to respond to changing circumstances.

    3. Coordinate and manage the overall planning and direction of operations at country level.

    4. Create a shared vision among all staff, of the organisation’s aims and their role in achieving them.

    5. Have strategic oversight of change management and fundraising.

    Programme Development

    1. Ensure that adequate assessments are carried out in accordance with good working practice.

    2. Ensure a comprehensive monitoring, evaluation and lessons learning system is being managed, including external third party M&E.

    3. Ensure reports for donors, both financial and narrative, in accordance with donor requirements are submitted to the highest standard.

    4. Give regular reports to HQ, local government and partners as required, including monthly and quarterly reports.

    5. Build and maintain positive and professional relationships with existing and possible new partners and identify areas for capacity building with partners such as, organisational management, human resource management, financial management, governance, etc.

    6. Build strong relationships with core donors in order to maintain and increase their support and diversify the funding base of the programme.

    7. Support operational activities of programme staff, and provide strategic input to solve problems and resolve conflict.

    8. Ensure CHS (Core Humanitarian Standard) principles of accountability and transparency are implemented and understood by all staff and that all programmes are implemented with full participation of beneficiaries.

    9. Ensure that collaborative relationships are developed with government and agencies at all levels to enable the appropriate development of the programme.


    1. Represent YKMI to government, foreign diplomatic missions, the UN and other international agencies, donors and partners and other bodies including the media and the public.

    2. Stay cognisant of advocacy opportunities and, following internal discussion, develop these as appropriate through the media, government, the UN, international agencies, donors and diplomatic missions.

    Management, Support and Development

    1. Line manage the country team and the work in the country which will include: staff, budgets, funding (both institutional and local) and ensure programme delivery in accordance with Muslim Aid policies and procedures, including but not limited to the Code of Conduct, Conflict of Interest, Due Diligence, Security, Health and Safety and Local Legislation.

    2. Encourage staff involvement and commitment to the running of the programmes through regular meetings and visits, and a participatory team approach to decision making.

    3. Assist in the design and implementation of the operational structure and staffing requirements for the effective implementation of YKMI activities.

    4. Effectively manage a portfolio consisting of multiple projects.

    5. Ensure that all staff have well defined and understood contracts and job descriptions.

    6. Be responsible for Talent management and development of YKMI staff.

    Resources and Financial Management

    1. Outline the resource requirements for the programme, ensure that systems are in place for the effective management of resources in relation to finance, transport, supplies and capital assets, including maintenance of assets register, and staff vehicles.

    2. Ensure that effective and secure budgetary control of YKMI programmes’ finances and expenditures are established and maintained, in line with Muslim Aid’s financial procedures guidelines.

    3. Prepare an annual budget for core costs and identify funding to cover costs, in collaboration with the Muslim Aid.


    1. Ensure that the Statutory Accounts of the office are annually audited by an external auditor appointed for a fixed term in consultation with the Muslim Aid.

    2. Ensure and facilitate successful audits of any donor funded programme which is audited by external auditors of donor agencies in consultation with the Muslim Aid.

    3. Support the internal audit function in the office through the HQ internal auditor.

    Risk Management

    1. Ensure that there is an adequate analysis of the risks, which could impact on YKMI’s operations and to evaluate the risk appetite.

    2. Ensure the development of a clear Risk Statement for the Country Office identifying risks specific to achieving YKMI’s objectives and the likelihood of such risks affecting the work of YKMI.

    3. Ensure effective controls are put in place and timely action is taken to mitigate the risks.


    1. Maintain an overview of the political and security context, noting how developments may affect programme work, and ensure regular reporting to the UK office on these matters.

    2. Ensure that robust and effective security and evacuation plans and procedures are in place and regularly reviewed and updated in order to secure the safety of all staff at all times.

    3. Ensure that the County Office and YKMI security manual is developed and updated regularly in accordance with the security situation in the country and in different regions of the country.

    4. Ensure that safety and emergency procedures are established and that all staff are fully orientated with these and it is implemented effectively.

    Health & Safety

    1. Ensure that the health and safety policy is regularly reviewed and all staff are aware of this policy and follow its guidelines.

    2. Ensure that regular health and safety and fire risk assessments are carried out and any identified risks or concerns are addressed promptly.

    3. Ensure that there is an emergency evacuation procedure in place and that all staff are aware of this.

    4. Ensure that staff are trained on fire safety and first aid in the workplace.


    1. Proactively seek new opportunities for funding of projects through in-country and external relationship building with stakeholders including the bilateral and multilateral development partners and the submission of self-sustainable programme initiatives.

    2. Develop new fundraising initiatives by working with local donors including embassies, high commissions, high net worth individuals and local companies.

    3. Ensure continued funding for the programmes through well-researched proposal preparation and clear operational plans.

    Information and Publicity

    1. Ensure YKMI projects and programmes are appropriately publicised to donors, beneficiaries and national and international stakeholders, using electronic and print media, direct networking and organisation of workshops and briefing sessions.

    2. Counter any negative publicity against YKMI in the media and liaise with Muslim Aid.

    3. Facilitate and provide reviews, reports, documents, including video documentaries on YKMI website.


    1. Remain committed to the objectives of Muslim Aid adopted in 1985, revised, and updated in 2013.

    2. Ensure that Muslim Aid’s mission and vision is pursued through YKMI programmes and activities.

    3. Promote gender equality, diversity and equal opportunity in leading the country office activities.


    1. The Country Manager may be required to spend up to 40 % of their time travelling to project locations and meeting with donors, beneficiaries and local stakeholders.


    1. Ensure all records are maintained and stored in line with internal policies and procedures.

    2. Comply with all policies, procedures, legal and regulatory requirements.

    · Relevant Masters level qualification, similar academic achievement or equivalent experience. (E)


    · Proven experience working internationally in development and/or humanitarian sector. (E)
