Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States’ preparedness for response.
Main Purpose
The Consultant is expected to develop and roll-out quality assurance tools for the design, implementation, assessment and
long term follow up of several training activities to be implemented by the IEC in 2020 and beginning 2021 to improve awareness and
knowledge of Member States experts involved in emergency preparedness and response (EPR) activities.
Functions / Key Results Expected
The Consultant shall provide advice to the IEC on the following: Development of eLearning related to EPR related topics.
Development of curriculum and syllabus for Master Degree in EPR.
Support to educational activities implemented in the frame of the International Network on Education and Training in EPR (iNET-EPR).
Development of training material, following quality assurance and best practice of the systematic approach to training.
Development of curriculums and syllabuses.
Preparation and deploying of feedback and evaluation forms.
Preparation of pre/post-tests and course tests.
Analysing existing training material and propose corrective actions related to respective training material.
Prepare instructor guides for training course and workshop on emergency preparedness and response activities.
Analyse the results obtained from feedback and evaluation forms.
Analyse the results of course testing and provide recommendations on improvements to be implemented.
Organize senior educator, or train-the-trainer, workshops.
Review training materials and improve as required.
Develop, deploy and analyse follow up surveys for training.
Analyse and document the performance indicators (testing, evaluation, follow-up surveys, etc).
Provide expert’s advice in further development of the modular training materials and matrix of education skills to account for a variety of professional EPR categories (incident commanders, first responders, medical responders, etc).

Qualifications and Experience
Advanced university degree in Science and/or Engineering.
Minimum of seven years of working experience in a technical or scientific field, including a minimum of four years in
the development and delivery of adult teaching, training and educational programmes in a technical or operational area
involving the use of scientific methods, preferably related to field operations or emergency response.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or
Spanish) is an asset.
Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
