1. Rationale:

The prevention of sexual exploitation and abuse (SEA) is a key corporate priority of UNICEF. UNICEF places the human rights at the centre of its efforts and the prevention and response to SEA allegations involving children are guided by the best interest of the child and the right of the child to participate and be heard. SEA involves a perpetrator who is UN personnel, UN implementing partner personnel, or other humanitarian aid workers, with the victims/survivors being the beneficiaries of UN assistance.

Policies and procedures have been developed for the whole UN which include requirements for all staff to report SEA. UNICEF has further articulated procedures to prevent and respond to SEA, and there are contractual obligations with UNICEF consultants and implementing partners including preventative, investigative and corrective measures. In addition clear reporting procedures with timelines, and investigation systems have been established that flow from the point of concern through country, regional and to the executive level.

The actualisation of the prevention, reporting and response structures can be challenging. There is confusion between how to report a suspected violation against a child by a partner or staff versus an abuse of authority within a partner organisation. The offices vary in size and organisational complexity that requires a contextualisation of the procedures. The understanding of SEA and the reporting requirements is not understood comprehensively throughout the offices. Some countries in South Asia have developed a reporting mechanism and have support staff specific for this area, and all have a prevention of SEA focal point.

2. Purpose:

The purpose of this assignment is to support the regional and country offices in establishing their country specific process for preventing, responding and reporting on SEA in line with UNICEF’s global guidance, and to support the UNICEF staff and implementing partners in understanding what SEA is and their individual responsibilities. The consultant will support the implementation of cross-sectoral measures to reduce the likelihood or impact of sexual exploitation and abuse, which may arise from UNICEF’s personnel, associates (suppliers, implementing partners) or work.

3. Key Assignments/Tasks:

The incumbent supports the development and preparation of ROSA’s PSEA activities and is responsible for contributing to the implementation, monitoring, and reporting of these activities in accordance with UNICEF’s regulations. In coordination with all sections in ROSA, the incumbent facilitates the implementation of coordination and monitoring of UNICEF efforts to create a protective environment for children.

The incumbent supports the development and preparation of PSEA activities in the eight country offices in the region and is responsible for supporting the implementation, monitoring performance and providing the necessary technical support for the COs to fulfill their PSEA requirements.

Key Functions/ Day – to – Day Activities

  • Develop, if needed, and document the specific response and reporting structures to address PSEA in the 8 country offices and 1 regional office, providing a review and suggested amendments if required to improve effectiveness and efficiency for addressing SEA in line with UNICEF and UN principles and procedures. This would include a confidential regional monitoring structure to follw the case from recording to closure, in part to identify countries/sub nation where additional technical support may be required. At the end of the assignment a report that includes the 9 office PSEA structures with an indication of their level of functioning is required
  • Develop and deliver a learning package for the country and regional office on PSEA. The package is expected to include ‘initial’ trainings and successive follow up training/learning opportunities. This should include a component specific for UNICEF staff and a component that targets implementing partners, and may also be tailored for central and sub offices. This package should include an orientation to PSEA (including what it is, why it is important, and the implications for children), roles and responsibilities of staff, and reporting procedures. It will follow the full process until case conclusion. In light of COVID 19 specific attention will be on the implementation of PSEA in times of limited mobility. This learning package would be replicable for further implementation.
  • Throughout the assignment, the consultant will identify whether additional local support in a country is required and develop a TOR accordingly.
  • With the evolving situation with the Novel Coronavirus (COVID-19) potentially all of the above will be carried out virtually

Duration:15 July 2020 to 14 April 2021

Note:The person is expected to work on average 4 days per week over the assignment however there will be some negotiated fluctuation dependent of country office demands and travel. The contractor will accrue one day of annual leave per month, for the duration of the assignment.

To qualify as an advocate for every child you will have…

A. Education:

A Master’s degree in social work, sociology, psychology, human resources or other related social science or equivalent work experience.

B. Work Experiences:

  • A minimum of 5 years of proven experience in working on the prevention and response to sexual exploitation and abuse, including but not limited to advice, coordination, monitoring, prevention, detection and response interventions
  • Experience working in humanitarian contexts is desirable, including knowledge of the IASC PSEA policies and guidance. Knowledge of UNICEF procedures for safe and accessible complaints and victim assistance mechanisms, and roles of all responsible actors desirable
  • A minimum of 5 years of proven experience in working on the prevention and response to sexual exploitation and abuse, including but not limited to advice, coordination, monitoring, prevention, detection and response interventions
  • Experience working in humanitarian contexts is desirable, including knowledge of the IASC PSEA policies and guidance. Knowledge of UNICEF procedures for safe and accessible complaints and victim assistance mechanisms, and roles of all responsible actors desirable
  • Experience operationalizing response plans and codes of conduct, ideally in a related area
  • Experience developing standard operation procedures, ideally in a related area
  • Experience designing and conducting trainings, remotely and in person, ideally in a related area
  • A minimum of 10 years working in any social aspect of international development
  • Work within the UN system desirable
  • Work within South Asia desirable

C. Language Proficiencies:

  • Fluent in written and spoken English.
  • Knowledge of any South Asian languages would be desirable
  • Competent in Microsoft applications, Skype and Zoom
