Background & Rationale

Brazil registered 253,495 applications for temporary residence and asylum requests of Venezuelan citizens between 2015 and November 2019. Most of these migrants enter in the North of Brazil and stay – at least for some time – in the region.

The Brazilian Government, with the support of the United Nations, installed 14 shelters (2 of them in Pacaraima, one in Manaus and the others in Boa Vista). However, in this complex context of population movements, school-aged children and adolescents (4 to 17), particularly indigenous populations, face significant barriers for accessing formal schooling.

These significant challenges arise both in access to education as well as in ensuring educational continuity for children on the move due the lack of information and capacity of the public education sector in the host communities to absorb them. It is also important to emphasize the still increasing arrivals of refugee and migrant children and adolescents and their families to the North of Brazil.

UNICEF supports the Brazilian government and works together with civil society to ensure the rights of Venezuelan children and adolescents to education and protection. Initially operating separately, since May 2019 the Education and Child Protection humanitarian programmes have been integrated to optimizing resources and capacities with improved and differentiated activities per age groups, cultural and gender considerations.

The ongoing Super Panas programme led by UNICEF and implementing partners integrates education and child protection interventions providing psycho-social support, non-formal education and protection from violence. Boys and girls take up again a regular school routine, before being enrolled in the regular education system where they are supported to ensure successful learning. The children and adolescents are prepared to enter regular schools and they are exposed to the Portuguese language.

Having the Common National Curriculum Basis as a foundation, the initiative also reaches out thousands of children and teenagers through its mobile units providing extended protection monitoring and services outside the shelters. Currently, a total of 25 Super Panas spaces in Roraima, Amazonas and Pará have been guaranteeing that Venezuelan children and adolescents participate in multidisciplinary activities offered by more than 180 educators, social workers, psychologists and assistants.

Purpose

The consultant is expected to assess and consolidate information regarding the ongoing Super Panas, carried out in three Brazilian States (Amazonas, Pará and Roraima), considering the strategies and activities developed by the NGOs directly responsible for the provision of services, and the foreseen outputs, accordingly.

More specifically, the key purposes of the consultancy include:

  • To assess the design of the intervention and its results for the most vulnerable children and adolescents (programme documents vis a vis results);
  • To analyze the outcomes for children and adolescents benefited from non-formal education activities and psychological support provided via Super Panas (in and outside shelters);
  • To analyze the outcomes for children and adolescents affected by violence who have either received emergency services and/or been referred to the local protection services;
  • To verify if the project contributes to the enhancement of the capacities of the teams and volunteers engaged on the Super Panas strategy;
  • To assess the improvement and learning outcomes for children and adolescents benefitting from Super Panas (sample to be defined)
  • To identify good practices and bottlenecks, including demand, supply, and enabling environment encountered and solutions applied during the implementation process;
  • To provide recommendations for future initiatives on achieving the proposed results (in a PowerPoint presentation format as well);

The consultant will support the implementation and management of the above-mentioned UNICEF projects according to its high-quality standards and the donor requirements. The consultant could be requested to travel to specific sites, more specifically to visit Super Panas operations in loco in Pacaraima, Boa Vista and Manaus (also depending on the restrictions due the COVID19 pandemic).

Expected Products:

1st Deliverable: Report on the assessment of the design of the Super Panas strategy vis a vis its results (item 1);

2nd Deliverable: Report on the analyses of the outcomes from the Super Panas partnerships and the report on the learning outcomes for children and adolescents (items 2 to 5);

3rd Deliverable: Report on the good practices and bottlenecks and recommendations, including a formal presentation (items 6 and 7);

Performance Indicators

  • Punctuality in meeting deadlines;
  • Quality of the contents;
  • Timely provision of the deliverables,
  • Full adherence to the monthly workplans and diligences as agreed with Supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations etc.)

Background, Experience and Competencies Required

Education:

  • Advanced university degree in Social Sciences, Planning, Statistics, Education, Communications and other related areas.

Experience:

  • A minimum of 3 years of professional work experience on monitoring and evaluation, particularly related to education and/or child protection programming. Experience in the UN system agency or similar organization will be considered as an asset. Additional 2 years of professional experience or lato sensu post-graduation degree can be accepted instead of an advanced degree;
  • Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Brazilian Statute of the Child and the Adolescent (ECA);
  • Professional technical knowledge/expertise in monitoring and/or evaluation, including methodological approaches as the theory of change, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
  • Teamwork skills and capacity to work with tight deadlines;
  • Professional experience on monitoring/evaluation of educational programs, learning outcomes assessment and school evaluations are assets;
  • Experience on emergency context is an asset.

Language Requirements:

  • Fluency in Portuguese and English is required;
  • Excellent writing skills in Portuguese and English is required;
  • Advanced knowledge of Spanish is required;

General Conditions: Procedures and Logistics

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or individual Contractor.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Financial Proposal

Costs indicated are estimated. Final rate shall follow ‘best value for money’ principle, i.e., achieving the desired outcome at the lowest possible fee.

A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants and individual contractors are asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Restrictions

In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.
