Result of Service

Under the overall supervision of the Chief, Implementation Support Section, Corruption and Economic Crime Branch, and direct supervision of appropriate staff of the Section, the consultant will perform the following substantive duties and responsibilities:

  • Support Preparation of a Methodological Guidance note

Support efforts aimed at developing a methodological guidance note, through providing feedback on a draft note, and in collaboration with other relevant consultants and experts, who may be developing certain sections of the study, with a view to ensuring a consistent and academically rigorous approach to the development of the study.

2. Contribute to an Expert Review Group

Contribute to an expert led review of the draft concept note of the proposed study and incorporate feedback and suggestions made in relation to the design, methodology and concept of the proposed study, with a focus on the relevant chapter, namely that focused identifying major evolutions in sport integrity issues over the last decade.

3. Conduct research

On the basis of the conclusions made by the Expert Review Group and the revised concept note, undertake undertake a commentary of the United Nations Convention against Corruption in order to support its application to a sport context. This would also involve descriptive and analytical efforts aimed at establishing and strengthening legal frameworks and law enforcement measures to tackle corruption and crime in sport.

To realize this objective the chapter would look at:

  • Providing a commentary on the applicability of the most pertinent provisions of the UNCAC to the issue of tackling corruption in sport;
  • Identifying and disseminating good practices related to the application of the Convention by relevant law enforcement and criminal justice authorities to effectively tackle corruption and crime in sport;

The research should be multidisciplinary in its approach and would look to use data from official sources (including responses from States parties to a UNODC questionnaire and input from sports organizations, where feasible), academic journals, studies and articles.

4. Draft outline of chapter with summary of key topics

On the basis of the research conducted, a draft framework of the chapter should be produced and submitted for review. The output should not be more than 5 pages in length.

5. Prepare a first draft of the chapter for initial review.

Each chapter should be no more than 20 pages in length and demonstrate strong progress towards finalization of the chapter. Submit for initial round of feedback and editing.

At all times, the consultant shall provide to UNODC access to intermediate products of the consultancy. On a weekly basis, the consultant is expected to deliver oral progress reports on how the tasks foreseen above are being carried out.

All expertise provided must be supported with related documentation, as well as a clear indication of sources/source materials, and all tasks must be conducted in close consultation with the Supervising Officer/s. Plagiarism and unauthorized use of copyrighted materials will not be tolerated.

Responsibilities

1) Background: The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Corruption (UNCAC), the only legally binding universal anti-corruption instrument. The Convention’s far-reaching approach and the mandatory character of many of its provisions makes it a unique tool for developing a comprehensive response to a global problem.

Through its adoption of resolution 8/4 on Safeguarding Sport from Corruption*, the Conference of the States Parties to the United Nations Convention against Corruption, at its Eight Session, requested UNODC to develop, within its mandate, in close consultation with States parties and in cooperation with interested stakeholders, a comprehensive thematic study on safeguarding sport from corruption, including consideration of how the Convention can be applied to prevent and counter corruption in sport.

In order to implement this request, it is proposed that a global study on corruption in sport be developed to provide an overview of trends, patterns and criminal justice responses to the problem.

Its main aim would be to provide officials from Government and Sport Organizations, and other relevant stakeholders, with a clear understanding of this phenomenon.

2) Purpose of the assignment: The purpose of the assignment is to support the development of a global study on corruption in sport by preparing a draft chapter which will to identify international, regional, national and sub-national trends to identify good practices and present case studies, where feasible, aimed at strengthening efforts aimed at tackling money laundering and illegal betting in sport.

Qualifications/special skills

Skills:

  • Familiarity with computer-based applications, on-line search engines and methodologies, survey tools and statistical functions to gather and analyze information is required.
  • Excellent communication skills, both written and oral in English are required.

Academic Qualifications:

  • An advanced university degree (Master’s degree or equivalent) in Law, Political Science, Social Science, Criminology, Economics, Education or a relevant related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD is desirable.

Experience:

  • A minimum of ten (10) years of progressively responsible experience in law, policymaking, advisory services, research and/or teaching with an emphasis on anti-corruption, sport integrity, sport management, justice, ethics and/or integrity issues is required;
  • A strong familiarity with the latest international anti-corruption frameworks and commitments is required;
  • Experience in research and analysis related to corruption, sport management, integrity in sport or a relevant related discipline is required;
  • A strong familiarity with legal framework, cases and trends related to integrity in sport, including good practices, is desirable;
  • A demonstrable expert knowledge of issues relating to corruption and integrity in sport and education is desirable;
  • Understanding of/experience working with sport organizations is desirable.

Language:

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
