The Advancing Climate Smart Aquaculture Technologies (ACliSAT) is a three (3) years project funded by IFAD and led by WorldFish. ACLiSAT aims to achieve economically vibrant and climate smart sustainable increase in fish production and productivity for food security, nutrition, income generation and livelihood improvement in the three countries (Egypt, Ethiopia and Eritrea). The project partners in the three countries are;

  1. The Central Laboratory for Aquaculture Research (in Egypt)
  2. Ministry of Marine Sciences (in Eritrea)
  3. Ethiopian Institute of Agriculture Research (in Ethiopia).

ACLiSAT project started in May 2019 and the project outcomes/outputs that are relevant to the study are as follows:

  • Optimization and piloting of aquaculture technologies and systems.
  • Testing of water efficient culture systems.
  • Formulation of quality fish feed through efficient use of local feed ingredient.

The project is looking for a consultant to conduct a baseline study to identify the status of the aquaculture sector in Ethiopia, and the contribution of aquaculture to the livelihood in line with the project’s objectives. The study will ultimately have to identify current fish farming systems, cultured fish species, fish feed availability and fish ingredient availability to established baseline values for the project outcome and impact-level results.

WorldFish-Egypt is issuing this Request for Proposal (RFP) to solicit competitive bids leading to establishment of a contract with a reputable, qualified, and competent service provider/consultant(s) to conduct the baseline study in close coordination with the Ethiopian Institute of Agriculture Research.

Specifically the consultant(s) is required to:

  • Identify current fish culture systems and productivities in Ethiopia.
  • Identify cultured fish species and compare between commercial species and genetic improved strain when needed.
  • Assess fish farmers performance and business profitability in Ethiopia.
  • Assess water productivity in fish farming practices in Ethiopia.
  • Establish baseline of fish feed production in the country and available fish feed ingredients/raw material.
  • Contribution of aquaculture value chain to job creation by age group and gender in Ethiopia.
  • Identify fish consumption levels in Ethiopia.
  • Examine the financial performance of fish trading and farmed fish processing activities/businesses in Ethiopia.

Scope of Work

The work will entail to review the project documents (including but not limited to project proposal, log-frame, work plan, and draft Monitoring and Evaluation Plan). The consultant(s) shall review existing publications on aquaculture production practices, cultures species, fish feed production and feed ingredient availability, fish trade, processing and consumption in the project country (Ethiopia). The consultant(s) should conduct field visits to key actor sites to gather primary data for assessment. This is a six (6)-week consultancy to be carried out during December 2019 till January 2020.

Requirements

The consultant should have an Advanced Degree in Aquaculture, Fisheries and/or Agricultural Economics with background in fisheries and/or aquaculture. In addition, the consultant should demonstrate:

  • Experience in aquaculture economics research is preferable.
  • Demonstrate good understanding of aquaculture and fisheries in Ethiopia.
  • Experience in conducting project evaluation.
  • Experience managing and delivering studies in timely manner.
  • Strong data management and analysis.
  • Excellent oral and written skills in English and Amharic/Tigrigna is essential.

Availability of Experts

The selected expert must be able to start in December 2019 and be available throughout the duration of the assignment. The duration can range from weeks to months. In some cases the assignment can be shortened or extended depending on business needs. Travelling to countries where we work may be required.

Location and Duration

This is open for national and international consultants. The job will be based in Ethiopia with extensive field visits within the country. The selection of consultant will be based on the relevant qualification and experience, and the most competitive proposal. Review and selection process is expected to be held at begining of December 2019 and only shortlisted consultant will be notified.
