The objective of the assignment

The activity seeks to help the landowners understand what a conservancy is, its importance benefits, social and environmental implications, and rights that come with such an undertaking. They will be taken through the rights they stand to enjoy from such an undertaking, mechanisms for reporting and addressing grievances and rights violations when they arise, and how they can protect themselves against such incidences.

From the ten community meetings/trainings, the OCW board and Illangarunyoni conservancy leadership trainings developed a social and environmental safeguard policy to guide future management of the conservancy.

Specific objectives include:

1. Conduct 12 community sensitization/training meetings on conservancy as a land use model, and environmental and social rights leading to Free Prior and Informed Consent.
2. Train OCWR board and Illanguronyi Conservancy leadership on safeguarding and human rights in conservation.
3. Develop an environmental and social safeguard policy for the Illangarunyoni Conservancy.

Scope of work

The study will be done in Ilaingarunyoni in Kajiado County. Ilangarunyoni is part of the Olgulului-Ololarashi group ranch (OOGR); it was established in 2010 and occupies an area of 29,158.43 acres, covering the western part of OOGR. The conservancy adjoins the Namanga-Meshanani gate access road to the south and the Ilaingarunyoni Hills to the west. The Conservancy is an important dispersal area for seasonal wildlife movements between Amboseli Park, Ilaingarunyoni Hills, and the Eselenkei/ Mbirikani areas.

This conservancy is at the initial establishment stage, the land has been subdivided and the community leadership has had initial community meetings socializing the conservancy concept that landowners have accepted to form one. As a standard procedure, the landowners should be taken through the conservancy land use model highlighting the benefits, land tenure, and overall governance and management. Conventionally, the process must reflect principles of Free Prior Informed Consent as they surrender their respective parcels of land to be amalgamated into the conservancy. Consequently, they will be taken through potential select rights that they be of value to them concerning the conservancy establishment and management including, land rights, environmental and social rights, and how they can report grievance and redress mechanisms. This is important as it will allow them to make an informed decision to join the conservancy without coaxition. The gender rights approach will be used to engage the community and help explain rights from a right-holding and role-bearing lens in line with their cultural way of life and agree on a common ground. This will help address gender and youth issues in governance and resource management in the conservancy. Issues of potential rights violations from a wildlife crime policing angle will also be discussed.

Expected Deliverables.

The consultant (s) will submit a biodiversity assessment report broadly covering the following aspects:

1. Social safeguard policy for the Conservancy
2. Safeguarding training report for OCWR board
3. Community sensitization report.

Completion Schedule & Final Deliverables:

It is expected that the above study will be completed within 6-weeks from the date of issuance of the Work Order. The consultant will submit a final report in both hard & soft copy within 2 weeks of acceptance of report.

Budget

The proposed budget should be inclusive of all taxes applicable.

Study Management

The Consultant will work closely with the Ilaingarunyoni conservancy leadership, rangers and IFAW team. The Consultant will be provided with the logistical support necessary to deliver on the assignment.

Resource Requirements:

The assignment will require a governance/ social expert assisted by gender professionals, environmentalists, and land experts. etc. Specifically, persons with the following qualifications are invited to express interest.

1. The lead consultant should have an advanced degree in sociology, gender studies, governance, and community development.
2. A team member with a background in natural resource management, environmental science, and or land management.
3. A minimum of 8 years in developmental research (lead consultant).
4. Verifiable experience in handling governance matters and rights advocacy.
5. Proficiency in analytics and reporting.
6. Proven experience in conducting participatory qualitative and quantitative studies.

A comprehensive understanding of the gender-based rights approach for resource management.
