Background

The People to People (P2P) Reconciliation Program is a three-year USAID funded activity that is implemented by Northern Rangelands Trust (NRT) as the prime recipient, and Pact as a sub-recipient of NRT.

The vision of the NRT Peace Program is to see peaceful coexistence between different ethnic groups in Northern Kenya. Community Conservancies serve as the entry point for NRT to connect with the community in the program target areas that fall within Marsabit, Samburu, Isiolo, West Pokot and Baringo Counties. These are all arid and semi-arid areas whose population is very vulnerable to the adverse impacts of climate change. Competition over scarce pasture, water, and land for the increasing human and livestock populations are some of the main drivers of violent conflict, resulting in displacement of people, loss of life, destruction of property and increased incidences of human-wildlife conflict. There is also rampant poaching in these regions due to a variety of factors, among them vulnerability to climate shocks, unemployment, and weak enforcement of policies

A key role for Pact on this program is to collect baseline data on existing conflicts in order to conduct a comprehensive conflict analysis to understand root causes of conflicts, key actors, narratives on the conflicts and barriers to reconciliation in target counties. Since conflicts in target areas are often complex with multiple inter-related causes, Pact will apply a Conflict Systems Approach to conduct the baseline. This approach will enable the program to design interventions that take into consideration the non-linear nature of conflicts, and accounts for the relationships and issues that span across conflict systems. It will also help to identify the actors outside of the county or national borders who impact each conflict system, and lay a foundation for development of collaborative work plans with community conservancies, government, and other key stakeholders.

Through a conflict-informed Political Economy Analysis (PEA), the baseline conflict analysis will examine the broader conflict landscape in each of the five counties to understand the distribution of power and resources, formal and informal interests, conflict drivers and key players. The analysis will also gauge the possible incentives for peace in each conflict system, identify the windows of opportunities for programming, and highlight the challenges and risks for different stakeholder groups, such as youth and women.

Pact will train the NRT Peace Teams on baseline data collection, rolling PEA data collection, and how to use findings to continually inform program implementation. Pact will then leverage the NRT Peace Teams to both support the baseline data collection process and conduct rolling PEAs as an integral part of their ongoing peace work over the life of program.

GOAL/PURPOSE

Pact is seeking the services of a local conflict mapping and analysis specialist to support implementation of Pact’s work under this award, including:

1. Design a Conflict Systems Approach baseline methodology that uses a PEA lens
2. Design and deliver a three-day training for NRT Peace Teams on the baseline methodology and how to conduct rolling PEA over life of program
3. Lead data collection for the baseline conflict analysis in all five target counties
4. Generate a baseline report on the conflict systems in the five target counties and support NRT to apply findings to an updated program design for the P2P program.

EXPECTED RESULTS (OUTPUTS)

The expected outputs from this consultancy are:

1. Comprehensive design of the P2P baseline conflict analysis methodology.
2. Training of NRT Peace Teams to support baseline data collection and undertake rolling PEA over life of program.
3. Baseline report with clear recommendations to inform update to program design.

PROCESS/TASKS/SCOPE OF SERVICES

The consultant will need to undertake the following tasks to achieve the above-mentioned objectives:

1. Attend an inception meeting with Pact to review methodology and work plan for implementing this consultancy.
2. Design the baseline methodology, including data collection tools, process description and target respondents. Methodology should apply a PEA lens.
3. Design and deliver three-day training on data collection to the NRT Peace Teams. The training will cover both baseline and rolling PEA data collection.
4. Submit a report on completion of the training and as appropriate provide recommendations to strengthen NRT Peace Teams data collection practices.
5. Schedule and undertake visits to each of the five target counties to undertake the data collection. Data collection will be done in close collaboration with the NRT Peace Teams and will consist of key informant interviews, focus group discussions, and desk review of secondary sources.
6. Submit a report at the end of the baseline. The report should be no more than 15 pages and include among other findings:

i) Identity and map conflict systems across the target counties

ii) Identify and map conflict hotspots in each of the target counties and conflict systems.

iii) Describe the prevalent types of conflicts and conflict trends in each hotspot.

iv) Describe the root causes of conflicts in identified conflict systems and in each hotspot.

v) Analyze conflict drivers and key actors / stakeholders in each hotspot and the larger conflict system.

vi) Analyze inter-linkages between local communities and likely spill-over effects of local conflict incidents.

vii) Analyze barriers to reconciliation in each hot spot and program actions to address them.

1. Share a draft report with Pact and NRT for review, and incorporate feedback in a final report.
2. Make a presentation to Pact and NRT on the baseline findings and recommendations for program design. As needed, participate in the program design review workshop to be facilitated by Pact using the Outcome Mapping methodology.

The above tasks are illustrative, and the consultant will be expected to build on these as needed to ensure the assignment is completed to the expected standards. He/she is encouraged to consult regularly with Pact staff for any clarification or assistance to further inform the products from this assignment.

KEY DELIVERABLES:

The Consultant will submit the following deliverables during and at the end of the assignment:

1. Workplan of activities to be completed over the duration of this consultancy.
2. Baseline methodology design, data collection tools and process descriptions.
3. Data collection training workshop agenda and resource materials.
4. Training workshop report
5. Conflict Mapping and Analysis baseline report.
6. Cleaned notes from the qualitative interviews and FGDs
7. PowerPoint presentation of baseline findings and recommendations.

SUPERVISION AND QUALITY ASSURANCE

The Consultant will be supervised by the Pact in Kenya Technical Advisor, MERL/CD (Ms. Jacqueline Ndirangu).

PERIOD OF CONSULTANCY

This consultancy is estimated to take 30 days between October 5 and November 20, 2020. Details of how this time will be spent will be provided in the work plan of activities to be developed at the beginning of the consultancy in consultation with Pact.

ASSURANCE OF CONFIDENTIALITY

All deliberations related to this consultancy, including all information collected from various meetings/documents shall be kept confidential and shall not be divulged to any third party, neither verbally nor in writing or in any other form.

APPLICANT SKILLS AND QUALIFICATIONS

The consultant should:

· Demonstrate capacity to conduct conflict mapping and analysis in any part of Kenya.

· Demonstrated experience applying a conflict systems approach to conflict mapping and analysis.

· Demonstrate experience producing reliable, verifiable, and valid data using generally accepted social scientific research methods

· Demonstrate ability to build capacity of field-based data collection teams.

· Demonstrate ability to manage data collection teams and ensure quality of the data collected.

· Demonstrate ability to analyze research data and generate a comprehensive report.

· Demonstrate evidence of advising conflict management programs on uptake of research findings in program design / implementation.

Previous experience handling similar assignments in Kenya and using PEA will be an added advantage.

LOGISTICS AND PROCEDURES

Pact will cover costs related to the Consultant’s travel to train data collection teams and undertake data collection. Travel per diem will be provided in line with Pact Kenya Country Office’s per diem policy. If public health concerns allow, Pact Kenya will provide office space from where the consultant can work as needed. Stationery and printing work related to implementation of this assignment will also be provided by Pact as needed.
