Background

Climate change impacts increasingly undermine progress towards the Sustainable Development Goals (SDGs) and overcoming poverty reduction in vulnerable developing countries, while measures to build resilience (and approaches to finance them) can bring about various benefits, especially for vulnerable groups include women, indigenous peoples and other marginalised communities. The year 2020 is important in the timeline for the implementation of the Paris Agreement, as countries are committed to submit revised and enhanced Nationally Determined Contributions (NDCs) that outline their planned targets and objectives in climate action, tackling mitigation, adaptation and protecting people against climate risks.

Women are often highly vulnerable to the impacts of climate change with implications for their mortality, morbidity and adaptive capacity. At the same time, women are key agents of change when it comes to identifying and promoting approaches to tackle these problems and address climate change. Many NDCs submitted previously by governments have given minimal attention to the importance of gender equality in achieving climate justice.

CARE International UK is commissioning the production of a report and accompanying communications activities, which aim to promote transparency and ambition on gender in the context of more ambitious NDCs.

The deliverables for this consultancy:

· A 15-20 page report on Gender and NDCs which will provide a review and ranking of the NDCs that have been submitted this year. The review will assess the focus on gender in NDCs, in connection with the NDCs overall ambition level. The report will also include 2-3 case studies of CARE / civil society engagement on gender-responsive NDCs. (Note: Design and graphics will not be required as part of this consultancy)

· Social media content and assistance with publicity activities. This may include tweets, blogs, op-ed pieces, organising webinars, etc., as agreed between CARE and the consultant(s). This will include updated messaging and analysis when new NDCs are released during the period of this consultancy.

· Assistance in organising a high-level launch event for the paper in late November/early December.

Key requirements for the consultant(s) / provider

The consultant(s) should have knowledge of how Nationally Determined Contributions are developed and how NDCs fit into the UNFCCC Paris Agreement obligations. S/He should have a good understanding of gender issues and can demonstrate why addressing gender inequality is critical for achieving climate justice. S/He must have experience conducting secondary data review and analysis and producing quality reports for a public audience, preferably for the purpose of high-level advocacy. Ideally the candidate will have some experience producing communications material for social media.

Tenders should include the following:

· A budget for how the piece of work will be undertaken (number of days allocated to each task outlined on the ToR), indicating your daily rate and any other expected costs.

· Two writing samples demonstrating experience producing similar quality reports.

· Any examples of communications materials you have produced (e.g. tweets, blogs, press releases, other social media, etc).

· Name and contact details for at least two referees.
