Implementation of UNICEF’s global child safeguarding regime is overseen by the Child Safeguarding Unit in New York Headquarters. As a division of UNICEF, the Private Fundraising & Partnerships Division (PFP), based in Geneva, Switzerland, has accountabilities under the child safeguarding regime. PFP is continuously strengthening its divisional child safeguarding policies and procedures, in line with the global regime. PFP also provides child safeguarding guidance and support to National Committees for UNICEF. National Committees are independent nongovernmental organizations that engage in fundraising from the private sector and child rights advocacy for UNICEF in their countries. Going forward, further work is envisioned to develop and embed standards; update and provide technical guidance, support and training for National Committees, PFP staff and partners; and to further embed child safeguarding in all aspects of PFP’s work.
PFP is therefore recruiting a full-time child safeguarding expert consultant to support and implement its child safeguarding work in PFP and with the National Committees. Under the supervision of the Chief Governance, Country Relations, the Consultant will support implementation of child safeguarding activities set out in the 2020 workplan for PFP and the National Committees and identify key priorities for PFP’s 2021 workplan.
How can you make a difference?
The purpose of this consultancy is to continue supporting the implementation and strengthening of the UNICEF’s global child safeguarding regime within PFP, and of child safeguarding policies and procedures within National Committees for UNICEF.
MAIN TASKS:

Scope of work*
*Activities include – but are not necessarily limited to – the following tasks:
A. PFP: Support PFP Division in line with the UNICEF Global Child Safeguarding Regime (40%)
1. Standards, policies and procedures: Support the development of relevant child safeguarding standards and work across PFP to support embedding of the UNICEF’s global child safeguarding regime through divisional policies and procedures
2. Training: Provide initial and in-service training to PFP personnel, including development and piloting of (online) training materials
3. Expert advice: Provide expertise, advice and support to staff on child safeguarding matters and specific initiatives and events.
B National Committees: Support UNICEF National Committees in line with the UNICEF Global Child Safeguarding Regime (40%)
1. Quality assurance: Review and update the progress of National Committees towards achieving agreed child safeguarding actions.
2. Guidance: Support the development, review and updates of centralized guidance on child safeguarding policies, procedures and standards, and be the main point of contact for National Committee focal points to provide ad hoc advice and guidance.
3. Training and briefings:
Develop and provide a variety of (online) training for National Committee focal points.Provide training and briefing materials for relevant meetings as and when appropriate.
C. Cross-cutting: (20%)
1. General communications, planning, monitoring, participation in meetings etc. including weekly or bi-weekly check-ins with supervisor, contribution to/participation in relevant PFP meetings, and those with other offices and stakeholders, including the UNICEF Child Safeguarding Unit in New York. Conduct research and provide updates on international safeguarding good practices and incorporate new developments into relevant policies, procedures, standards and guidance.

ESTIMATED DURATION OF THE CONTRACT AND PROPOSAL:
The consultant is expected to work full time during PFP’s regular business days and hours, estimated 151 days during the
- 5 months contract, tentatively starting in December 2019.
The detailed workplan and exact schedule of activities will be agreed between the consultant and UNICEF.
REPORTING TO:
The consultant will report to the Chief of Governance, Country Relations, PFP, Geneva.
WORK PLACE:
The consultant should ideally be based in Geneva given that the consultancy requires significant presence in the office during PFP core working hours. In addition, the incumbent may be asked to occasionally travel on official mission for UNICEF, with UNICEF bearing the cost of such travel.
To qualify as an advocate for every child you will have…
- A university degree in social work, law, human/child rights or a related field is required (or demonstrable equivalent experience with a clear commitment to continued professional development in the field of child safeguarding).
- An advanced university degree in social work, law, human/child rights or a related field is desirable.
- Adherence to the highest standard of integrity and a demonstrable commitment to child safeguarding.
Specialized knowledge/experience:
- A minimum of 3 years of progressively responsible professional work experience in safeguarding and/or child protection and/or child participation is required, preferably in an international inter-governmental or civil society context.
- Organizational safeguarding experience is essential, including knowledge and understanding of safeguarding standards and rights-based approaches to working with children and young people.
- Demonstrated experience of developing policy documents, guidance and capacity building materials is essential.

- Demonstrated experience of developing and delivering interactive, participatory training is essential.
- Experience in project management, communications and knowledge management is desirable.
- Experience of advising on safeguarding queries and supporting safeguarding case management – including liaising with multiagency partners, undertaking risk assessments and responding to complaints – is essential.
- Excellent spoken and written English is essential, including good writing and editing skills. Additional knowledge of official UN languages is desirable.
- Strong interpersonal and communication skills are essential, including communicating difficult and challenging concepts to a wide range of audiences and the ability to convince people and bring about change by fostering ownership and commitment to the issues.
- Strong organizational / strategic / analytical skills are essential.
- Ability to work independently and consultatively within a team, as well as in consultation with a wide range of stakeholders, and follow established policies and procedures, is essential.
- An ability and willingness to travel on official missions is essential.
