OVERVIEW OF THE FUNCTIONS OF THE POST
In the framework of Disability Rights and Inclusion and the ‘Our Rights, Our Life, Our Future’ (O3) programmes, the UNESCO Regional Office for Southern Africa is conducting an Assessment of the Impact of COVID-19 on Persons with Disabilities in Malawi. Under the overall authority of the Regional Director and Representative, and direct supervision of the Regional Advisor for Education for Health and Wellbeing and Programme Specialist for Social and Human Sciences, UNESCO ROSA, the successful consultant/consulting firm will conduct an Assessment of the Impact of COVID-19 on Persons with Disabilities in Malawi.
Long Description
The Contractor will be expected to undertake the assessment in close collaboration with a disability civil society organization (DPO) so as to ensure meaningful engagement persons with disabilities.
- ​​​​C onduct a disability review of the national response plan, and highlight the key areas of improvement to avoid potential negative impact on, or neglect for the needs of persons with disabilities; with a particular focus towards impact on young people with disability .
Long Description
- C onduct a desk review on existing initiatives, policies, or projects that have been designed or reoriented to address the needs of persons with disabilities with regard to COVID-19 pandemic
- Conduct a phone/online – or when possible a physical – survey/Focus Group Discussions with the members of the umbrella organisations, to understand the main challenges and needs of persons with disabilities with regard to (i) preventing/responding to COVID-19 pandemic in their communities; and (ii) coping with the national lockdown and subsequent economic recession. A particular attention must be paid and questions must be designed to capture any gender-based issues and the diverse types of disability;

- Assess the impact of school and specialised institutions closure on young people and particularly young girls and women with disabilities’ livelihood, learning and access to sexual and reproductive health information and services;
- Writing a comprehensive report (in English) that analyses the national context and response plan from a disability point of view, clusters and analyses the different categories of challenges and needs of persons with disabilities, identifies and present the existing initiatives to respond to the needs, and formulate tangible and actionable recommendations to the families, national authorities, DPOs, Schools and specialised institutions, and the media, on the immediate and medium terms
Long Description
- Organise and facilitate a validation e-workshop with UNESCO and the key stakeholders.
- Coordinate and consult with the consultant in Zimbabwe who will be tasked to harmonise the two reports, from the onset on the methodology, during the mission on the deployment of the assessment, and during finalisation on the harmonisation of the reports.

REQUIRED QUALIFICATIONS
The following qualifications and skills are mandatory:
- Advanced academic degree in a related field – preferably Social Sciences, Development Studies, Sociology & Disability studies
- Excellent writing and communication skills.
DESIRABLE QUALIFICATIONS
Traceable research work on Disability Rights.
