Compliance Officer – Cape Town, Head Office Fixed-term contract in line with funding

Purpose of the position:
- Initiates, develops, directs, coordinates and manages policies and procedures pertaining to the implementation and reporting of community-based organisations (CBOs)
Main job tasks, duties and responsibilities:
Reporting
- Works directly with the Grants and Compliance Manager to coordinate reporting, audit responses, and other grantrelated activities
- Provides direct assistance to the Grants and Compliance Manager in the formulation and implementation of relevant organisational policies and procedures
- Develops and updates appropriate templates to assist the reporting of sub-awardees
- Completes compliance checklist on sub-awardees’ reporting
- Prepares payment requisitions linked to sub-awardees
- Compiles and analyses sub-awardees’ expenditure on a monthly basis
- Prepares the management pack for sub-awardees on a monthly basis for review
Budgeting
- Serves as a resource during the annual budget processes
- Reviews sub-awardees’ budgets for compliance
- Initiates and processes redirections and prior approvals linked to sub-awardee budgets
Contracts and Grants Management
- Assists with analysing, interpreting and applying federal, state, local Government, and private funders’ statutes, rules, and regulations regarding grant administration and implements related organisational processes
- Serves as a resource for programmatic staff during the project development process focusing on allowable expenditures and the project budget
- Summarises key areas of contracts and grants and updates the deliverables calendar
- Prepares contracts and contract amendments relating to modifications for sub-awardees as required
Compliance Monitoring and Support
- Conducts detailed monthly reviews and audits of sub-awardees’ progress against contracted requirements and financial documents
- Documents and produces reports and letters relating to sub-awardee performances
- Performs site visits and conducts ad hoc verification on sub-awardees
- Provides capacity building and support to sub-awardees as required
- Stays up to date with funder rules and regulations and monitors compliance with the rules
- Initiates and administers the close out process when applicable
Administration
- Ensures compliance with funder requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and closing documents
- Oversees the filing system for retention of manual records as well the electronic filing system on Sharepoint
- Performs other duties as assigned
Stakeholder engagement
- Builds and maintains relationships with external stakeholders (funders, auditors, sub-awardees etc.)
Education and experience
- Honours Degree (BComm) in finance or compliance or internal audit and 5 years’ relevant experience; or CA(SA) and 1 year’s relevant post articles experience
- Fluency in English and an additional South African language
- Valid Code 08 driver’s licence
- Ability to travel extensively
- Clear criminal record
- Clear credit record

- Must have previous experience of funder reporting
- Previous exposure within the NGO/NPO environment
