Organisational Setting and Reporting

This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The Chief of Operations and Resource Management (CORM) reports directly to the Director of Mission Support (DMS).

The focus of this job is to direct and oversee the strategic and cross-cutting mission support functions mainly Human Resources, Budget and Finance Management , Field Technology, Mission Support Centre with a view to ensuring coherence in forecasting, performance monitoring, planning, and coordination of mandated activities related to operational and resourcing activities.

The Chief of Operations and Resource Management is responsible for effective resource allocation and utilization, monitoring budgets, ensuring appropriate financial and budget controls, reviewing resource allocations in accordance with strategic goals and outcomes by identifying opportunities to attract or leverage resources.

The Chief of Operations and Resource Management ensures effective establishment of management Key Performance Indicators (KPI) and monitors achievement of results. He/she ensures internal control framework is in place and issues appropriate sub-delegation of authorities for respective Section chiefs under his/her immediate supervision.

The Chief of Operations and Resource Management oversees, and coordinates activities related to footprint, drawdown and transition of the mission in line with the Mission mandate.

Responsibilities

Within delegated authority, the Chief of Operations and Resource Management will be responsible for the following duties:

  • Unifies strategy and delivery of cross-cutting mission support functions ensuring coherence in forecasting, performance monitoring, planning, and coordination of operational and resourcing activities in close partnership with Chief Service Delivery and Chief Supply Chain Management Services in the Mission Support Division
  • Provides leadership and strategic guidance, direction and oversight ensuring effective management of financial, human and physical resources
  • Leads and oversees the Human Resources Section (HRS), Budget and Finance Section (BFS), Field Technology Section (FTS), Mission Support Centre (MSC) inclusive of Sector/Regional Offices responsible for effective execution of mission support strategy and associated support plan
  • Leads development, preparation, coordination and monitoring of strategies and work plans for Support Operations and Resource Management activities and takes the lead in securing the required human, financial, logistic and technological resources to achieve them
  • Provides guidance and direction for the planning and forecasting of the personnel, financial, logistic, contingent owned equipment, information and communication technology, requirements of all Mission components
  • Liaises with UNHQ offices to ensure mission planning and resource allocation is aligned with HQ priorities, guidance and policy
  • Effectively leads, coordinates and directs all aspects of the Operational Resource Management as follows

Human Resources Management:

  • Oversees the overall development and implementation of mission specific human resources strategies and plans and is accountable for the achievement of strategic and operational targets. Ensures effective and timely delivery of strategic advisory services in human resources management with a particular focus on HR planning, policy implementation, self-monitoring and compliance with key performance and operational indicators to ensure that human resources strategies and plans are aligned with the overall mission’s strategic framework and concepts and are responsive to evolving changes in mandates and phases, operational priorities and human resources imperatives and targets.
  • Ensures, through establishing capacity building programmes, that HR processes – including an efficient staffing table, management based on approved organizational units and positions, management of classification of positions, and recruitment strategies – are effectively implemented.

Budget and Finance Management:

  • Oversees the development and delivery of strategic support and business intelligence, including advice to operational counterparts and mission leadership, on financial resourcing and stewardship, organizational performance of the mission, and risk management in line with mission priorities
  • Ensures financial sustainability of the mission and supports the DMS in planning, managing and implementing approved budget, while helping to ensure delivery of services through cost-effective means
  • Ensures sound financial management and the integrity of financial transactions, systems and reports by enforcing consistent application of financial rules and regulations
  • Ensures integrated, results-based planning, budgeting and utilization of resources in line with established policies and procedures

Information and communication technology:

  • Oversees the development and delivery of quality, robust and reliable information and communication technology (ICT) services in support of mission mandate implementation
  • Facilitates the implementation of innovative and intuitive technology solutions that enhances work across mission pillars and facilitates technological problem solving and decision making at all levels
  • Manages the mission information security and its incident response plan

Mission Support Centre:

  • Oversees the development and delivery of timely, coordinated and efficient logistic support planning and operations by Mission Support Centre to all components of the Mission for support operational priorities and key projects implementation,
  • Supervises the planning and timely operations of the revised mission footprint in conformity with the Mission mandate and in close partnership with all components of the Mission.
  • Oversees Contingent Owned Equipment and Ensures an integrated and systematic approach in executing COE/MOU management and control functions in the Mission
  • Oversees the coordination of all operational and resource management regional office activities ensuring timely set up and delivery of human resources, financial, contingent owned equipment and information technology services required for effective operational support and mandate delivery at regional office level

Other duties and responsibilities:

  • Takes the lead in the development and implementation of special projects such as Disaster Recovery and Business Continuity,
  • Manages the mission’s service desk operations providing regular management reports on service availability and performance
  • Monitors client experience and advises on programs for continuous service improvement
  • Implements pilot projects and monitors, coordinates and reports on their progress
  • Ensure that all Operational Resources Management Unit/Section activities, are in compliance with the UN Environmental and Waste Management policies; coordinate with the mission’s environmental officer for guidance as needed

Education

Advanced University degree (Master’s degree or equivalent) in business or public administration, management, human resources management, finance, accounting, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Experience in leading complex organizational issues in a volatile international setting, including drawdown and transition, is required.

Experience managing a large and diverse team is required.

Hands-on-experience with UN administrative/financial policies and practices is desirable.

Experience in providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in complex projects management in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Working Knowledge of French is desirable.
