Chief of Party, Middle East 13 views


We are hiring a Chief of Party to serve with a new team in the Middle East. The Chief of Party (CoP) will be responsible for the oversight of all program activities and staff under a multi-sectoral emergency award funded by the Department of State (DOS). The CoP will provide overall leadership for program implementation by monitoring achievement of project goals, directing operations, managing budget spending, mitigating unforeseen challenges, and supervising staff. The CoP will also be heavily involved in external stakeholder engagement, reporting processes, and in maintaining overall compliance with the terms of agreement, as well as with donor rules and regulations. In the role of Chief of Party, you will have the opportunity to:

  • Maintain your personal relationship with Jesus Christ and be an effective witness for Him.
  • Direct and oversees the DOS program within project timelines and standard operating procedures, ensuring that all program goals are met through proper planning, staffing, and implementation.
  • Oversee the work of program staff, providing supervision, training, and performance appraisals. Discern, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.
  • Ensure that project activities comply with local laws, international and Samaritan’s Purse standards, and DOS rules & regulations.
  • Support grant budget development and manage the approved budget within approved spending levels. Provide detailed reviews on financial reports before they go to regional leadership and the donor.
  • Prepare timely, accurate, and professional program performance reports, maintain strong and positive relations with donors, and prepare regular donor updates/notifications.
  • Establishe and maintain effective project reporting, evaluation, and communication systems in collaboration with M&E Manager.
  • Discus plans and strategies with relevant stakeholders, including government authorities, UN agencies, other humanitarian actors and Samaritan’s Purse partners, to ensure proper understanding and coordination of project objectives.
  • As possible and in line with security protocols, make regular visits to project field sites, providing staff support, addressing programmatic challenges, and exploring future program possibilities.
  • Oversee a team of an estimated 20 staff members, and directly supervises 4-5 program managers.

Qualifications & Experience:

Bachelors Degree (B.A) from four-year college or university with advanced education preferred. Relevant fields of study may include: International Development**,** Public Administration, Business Administration, Economics or a related field; at least six (6) years of related international work experience to include Field Level Management, preferably in the Middle East; an equivalent combination of education and experience is also accepted. Twelve credit hours of college-level Biblical studies strongly preferred.

  • Previous experience managing United States Government funding and/or multi-million-dollar grants
  • General knowledge of emergency response programming in food (in-kind parcels, voucher, and ready-to-eat parcels), shelter and settlement, non-food items, health/medical, and WASH
  • General knowledge of voucher programming
  • General knowledge of donor and governmental requirements
  • Working knowledge of the cluster system, with strong representation and coordination skills
  • Competence in professional writing and presentational skills
  • Strong team player in a cross-cultural context, adept at creating a strong team spirit
  • Proven ability to work creatively and independently both in the field and in the office
  • Ability to coordinate activities and manage staff while under pressure
  • Interest and experience working in local communities
  • Ability to travel/work in often difficult conditions

Job Location: Middle East

Type: Full-Time; 12 month Assignment

Language Requirement: Fluency in English (required); Arabic preferred

Travel Expectations: Regular travel within the area of work. Required travel documents and vaccinations for entry into foreign countries will be necessary
