As the newest country in the world, South Sudan continues to struggle amidst the challenges that accompany the complex process of nation-building. The 2018 Peace Agreement has brought hope that South Sudan will transition from a protracted crisis to long-term development programming, but the implementation of the agreement has been slow. CRS country programming in South Sudan is supported by emergency funding from CRS, USAID, EU, FCDO, WFP, LDSC, and other Caritas and private donors.

Job Summary:
CRS South Sudan is seeking a Chief of Party II (CoP) for an anticipated 36-month Malaria Grant by The Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) under their New Financing Mechanism 2021-2023 (NFM3). The new NFM3 grant will support the implementation of South Sudan’s Malaria Strategic Plan (2021-2025) with the goal of leading the country towards pre-elimination by reducing malaria-related morbidity and mortality by 80% compared to 2019 rates and a 50% reduction in malaria parasite prevalence compared to 2017 rates.

CoP you will provide vision, leadership, and overall management of the GF Malaria project to serve the poor and the vulnerable. You will oversee CRS South Sudan’s relationship with GF, the Ministry of Health (MoH), various service providers, partners, and other public, private, and non-government stakeholders. Your leadership, management, and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in the combatting malaria. As a senior leader you will proactively manage security and mitigate security risks.

You will lead teams spread across multiple locations and oversee partner implementation of activities in remote and insecure field locations. You will actively coordinate with all other CRS programs and teams undertaking similar interventions and work ing in the same target areas. Together with the program’s technical team, you will be based in Juba, Central Equatoria State and conduct regular and extended field visits to remote and insecure field locations.

Knowledge, Skills and Abilities
* Significant experience in establishing new programming including office start-up, recruitment and partnership management in conflict settings.
* Technical experience in developing health and malaria programs in conflict and resource poor settings.
* Excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions and offer innovative and contextualized solutions.
* Excellent relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
* Strong communications, interpersonal, and presentation skills; able to develop tailored and persuasive messaging for varied audiences.
* Team leadership abilities with diverse/multi-disciplinary teams. Demonstrated capacity to build, mentor, and lead diverse teams in challenging field conditions responding rapidly to evolving challenges, devising appropriate solutions, and achieving results.
* Proven experience in building and maintaining institutional linkages and demonstrated strength in relationship management in varying cultural and security contexts. Ability to relate to culturally diverse groups and people at all levels internally and externally.
* Proactive, resourceful, solutions-oriented, and results-oriented.
* Experience and skill in implementing matrix management and remote management supervision for field teams and partners.
* Demonstrated capacity to live and work in remote and insecure field locations with basic amenities and few or no other international staff and adhere a strict curfew and movement restrictions.

Required Languages – English.

Travel – Must be willing and able to spend up to 60% of time in remote and insecure field locations.

Supervisory Responsibilities – Program Manager II – Malaria, Program Manager II – MEAL/LMIS, Procurement and Supply Chain Manager, and Finance Manager. Technical supervision of national field-based program teams.

Basic Qualifications
* Master’s degree in International Development, International Relations, or a relevant technical area. PhD preferred. Additional experience may substitute for some education.
* At least 10 or more years’ relevant management and technical experience, preferably with a track record of successful GF program management, including management of multi-activity projects, complicated logistics and large budgets, as well as management of health products and medical commodities
* At least 7 years’ experience managing donor funds, preferably focused on malaria and health. Excellent knowledge and experience in budget management.
* At least 5 years of staff management experience and abilities that are conducive to a learning environment.

Experience coaching and mentoring senior program staff.
