About the position.

We are looking for a highly skilled Chief of Party (COP), to manage the upcoming three-year Multi-Year Emergency Food Assistance Activity in South Sudan funded by USAID/Office of Food for Peace (FFP) funded. You will provide technical oversight for the program, coordinate and support with partners and field offices, ensuring effective systems and processes are in place for high-quality programming. Your knowledge and skills in USAID / FFP emergency and resilience programming and your management abilities will ensure the delivery of high-quality response that applies best practices and constantly works towards improving the impact for those we serve.

Note: This position is contingent upon grant acquisition and donor approval of candidate.

About the program

Action Against Hunger has been operational in what is now South Sudan since 1985 responding to both chronic and acute needs through a multi-sector strategy where nutrition, Food Security and Livelihoods and Water, Sanitation and Hygiene activities are integrated to have a meaningful impact on people’s resilience. Main objective of the country program is to continue building on Action Against Hunger’s reputation for nutritional expertise to deliver integrated multi sector assistance in the high burden states, while responding to emergency nutrition needs throughout the country. With central office in Juba, Action Against Hunger runs static program (nutrition, WASH, FSL) in Northern Bahr el Gazal, Warrap and Jonglei, as well as an emergency roving team that can intervene throughout the country. We have a country team of around 310 staff (20 international) and a budget for 2020 projected at 12 M US$. Our main donors and partners in South Sudan include USAID/OFDA, WFP, UNICEF, SIDA, ECHO, GFFO, bilateral donors and private foundations.

This FFP three-year program is an integrated multisector program focusing on resilience, nutrition sensitive market interventions, optimizing household and community resources and market access and functionality.

How you will contribute

You will contribute to ending world hunger by…

  • Effectively managing and representing the FFP program in the selected implementation areas of South Sudan
  • Being accountable for the delivery of planned results, in close coordination with consortium partners
  • You will apply an agile management approach; develop effective relationships with stakeholders, put in place relevant accountability, M&E and learning processes for the consortium
  • And: effectively supporting the communities of South Sudan to become more resilient

Key activities in your role will include:

  1. Lead overall program planning, set up team structures, technical and operational approaches, infrastructure, monitoring and evaluation (M&E), and feedback loops required for program delivery and success, in close collaboration with the technical HoDs and coordination.
  2. Lead the program consortium and strengthen the partnership; engage with external stakeholders as needed, support teamwork for program success.
  3. Represent the program to donor officials, host government officials, partner representatives, local stakeholders, and team members, in collaboration with technical coordination and operations.
  4. Review, approve and contribute to major program strategies such as the M&E Plan, the Learning Plan, the collaborating, implement the gender agenda, and co-create technical / thematic strategies.
  5. Provide oversight and quality control to the program approach and implementation, with course corrections as required.
  6. Lead annual planning processes; monitoring implementation progress as compared to these plans.
  7. Ensure the quality of all program deliverables, inclusive of activities, outputs, documentation and reporting.
  8. Ensure sound program financial and logistical management and reporting in collaboration with respective coordination departments.
  9. Ensure compliance with donor, host government and Action Against Hunger policies and procedures.
  10. Lead the recruitment, develop and manage the high performing program team, ensuring appropriate capacity building with support of Human Resources.
  11. Demonstrate commitment to gender equality and gender/youth/diversity mainstreaming in the programmatic and operational aspects.
  12. Ensure adaptability of the program in a changing context to achieve desired outcomes.
  13. Oversee the program’s security management approach, working with coordination counterparts.
  14. Coordinating proposal development & reporting in collaboration with Programme Managers, Technical HoDs and the Grants Manager.


About you……

  • You have a Master’s degree in a relevant field (development studies, international relations, agriculture, economics, nutrition, public health, business administration, etc.) combined with at least 8 years of progressively responsible experience leading and implementing international development or humanitarian assistance programs.
  • You have specific technical expertise in food / nutrition security and resilience programming.
  • You have demonstrated ability managing a program of a similar size and scope, preferably in South Sudan or similar complex, protracted crisis environment.
  • You have demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • You possess knowledge of and familiarity with USAID / FFP / OFDA policies, rules and regulations.
  • You are conversant with the humanitarian principles, code of conduct and specific sub-sector work linked to NGO field and operations contexts.
  • You have experience engaging with and building capacity of partner organizations.
  • You have demonstrated ability to write high-quality proposals as well as reports and strategy design.
  • You are familiar with policies, procedures, and priorities of USAID/OFDA agencies and other donors preferred.
  • You are able to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur..
  • You are bale to demonstrate a commitment to gender and youth integration in both the programmatic and operational aspects.
  • You have strong knowledge of emergency guidelines and standards.
  • You are able to remain calm under pressure and can easily adapt to changing circumstances.
  • You are ready and willing to integrate into hard working and fun team that believes in doing ordinary things extraordinarily well.
  • You should be available to deploy as soon as possible.
