    UNICEF has been responding to the Venezuelan migration crisis since 2018, establishing a dedicated field office in Boa Vista, Roraima, working alongside the federal government, UN agencies and partners to support local authorities to address the needs of children and adolescents on the move. UNICEF has been providing education, child protection, health, nutrition and WASH services for Venezuelan migrants in Boa Vista and Pacaraima.

    How can you make a difference?

    Under the overall guidance of the Emergency Manager, the Chief Field Office (CFO) is accountable for leading and managing the Migration and COVID Response Program for Roraima State. The CFO is responsible for the effective management of UNICEF presence in Roraima, staff and assets. the CFO is responsible for UNICEF representation, advocacy,partnership and engagement with State and municipal authorities, as well as with wit Operação Acolhida and with UN sister agencies.

    The CFO leads and oversees all program sectors and operational services and ensures the delivery of timely and quality results, in coordination with the Chiefs of program thematic areas at national level as well as with the Chief of Amazon Territory on implementation of UNICEF’s regular Country Programme in Roraima State.

    Join our team to be responsible for:

    Effective management of UNICEF presence, staff and assets

    Represent UNICEF in Roraima, actively engagein government and inter-agency meetings and events, moving forward the agenda for children.
    Responsible for the safety, security and well-being of UNICEF field-based staff and consultants.
    Effectively lead and supervise the Field Office team

    Programme Development and Management

    Review and assess the technical, institutional and financial feasibility and constraints of programme/projects.
    Adopt rights-based approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks.
    Identify critical rights-based intervention points and measures
    Establish programme workplans, monitor compliance and provide support and guidance to the programme team in order to meet objectives.
    Prepares relevant programme reports required for management, donors, budget reviews, programme analysis, annual reports, etc.

    Partnership, Coordination and Collaboration

    Develop partnership and collaboration with counterparts in order to improve the ability to collect and disseminate data and information.
    Plan, develop and implement sectoral programme(s) by collaborating with the government and other partners, including through established inter-agency coordination platforms and within the Operação Acolhida Government Response.
    Provide leadership in provision of technical advice, negotiation, advocacy and promotion of State level goals, leading to agreement on practicable and priority actions to be supported by UNICEF.

    Optimum Use of Program Funds


    Monitor the overall allocation and disbursement of programme funds.
    Take appropriate actions to optimize use of programme funds.
    Responsible for certification of allocation and disbursement of funds.
    Determine supply and cash needs to ensure programme delivery meets targeted goals and objectives.

    Knowledge Management, Monitoring and Evaluation

    Provide guidance and timely quality inputs on situation analysis and vulnerability assessments and on UNICEF’s program monitoring and reporting accountabilities.
    Ensure that Migration Response Program is supported by knowledge management and accurate reporting.
    Participate in information exchange through donor and media visits as well as in the development of training and orientation material.

    Policy, Advocacy and National and Local Capacity Building/Sustainability

    Conduct policy analysis from a children’s and women’s rights perspective and advocacy at the government, community and family levels. Promote the organization goals of UNICEF through active advocacy and communication.
    Provide authorities and service providers with technical support and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability.
    Ensure the building and reinforcing of the commitment and institutional capacities of the state and local partners.

    To qualify as an advocate for every child you will have…

    An advanced university degree in one of the following fields:social sciences, international relations, public administration, government and public relations, public or social policy, sociology, public health, social or community development, or another relevant technical field related to the work of UNICEF (required).
    A minimum of five years of professional work experience in programme management, planning, monitoring and evaluation, project administration or another relevant area(required).
    Previous experience in people management.
    Relevant experience in a UN system agency or organization is considered as an asset.
    Familiarity/ background with emergency is considered as an asset.
    Technical Knowledge: Rights-based approach and programming, programme/project management and Gender equality and diversity awareness are required
    Fluent in spoken and written communication in English and Portuguese (required), knowledge of Spanish may be an asset.
