ABOUT LA CHAÎNE DE L’ESPOIR

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen healthcare systems to give everyone, especially children, the same chances of survival and development.

We work in 27 countries with a global approach, focusing on children, mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital facilities adapted to local needs.

CONTEXT

In Syria, access to quality pediatric healthcare, particularly specialized pediatric surgery, remains limited. Public hospitals are heavily overstretched, resulting in delays in care, late diagnoses, and unequal access, especially for populations living in rural or vulnerable settings. Many conditions requiring early identification and timely surgical intervention are detected late due to gaps in screening, referral, and limited availability of specialized pediatric services.

To address these challenges, La Chaîne de l’Espoir (CDE) is implementing, starting in 2026, a structured intervention within selected public referral hospitals in Damascus, Rural Damascus, and Aleppo, as well as in primary healthcare centers located within their catchment areas. This approach aims to strengthen the existing public health system by leveraging national infrastructure, improving the continuity of care, and expanding access to specialized services for pregnant and lactating women and children.

Through capacity strengthening of healthcare staff, the organization of specialized medical missions, the provision of equipment and medical supplies, and support for the management of malnutrition and complex pediatric cases, CDE contributes to building sustainable local expertise. The integration of early detection mechanisms for health and protection risks, alongside the development and dissemination of standardized clinical protocols, further enhances quality of care.

Developed in close coordination with health authorities and in complementarity with other health actors, this intervention seeks to promote more equitable access to maternal and child healthcare, support national health priorities, and sustainably improve health outcomes for women and children.

POSITION AND MISSION

You will bring proven experience in logistics, procurement, and security management, ideally with INGOs, and experience in Syria is preferred. This role involves overseeing procurement, logistics, and security tasks in coordination with the Head of Mission. La Chaîne de l’Espoir is looking for a proactive, hands-on team player who can exercise independent judgment in logistics management and demonstrate the ability to implement, evaluate, and maintain efficient systems and procedures.

A specific focus will be brought to Syria mission’s opening and setting up the logistics department structure.

Working alongside the Head of Mission and the Admin, Finance, and HR Head, as well as the Program Manager, you will help define La Chaîne de l’Espoir’s logistics and procurement strategy for the country. You will prepare the procurement plan monthly, update it when necessary, ensure its implementation, and manage the logistics team on a daily basis to ensure smooth operations.

Additionally, you will be responsible for the security and safety of the country office, in close collaboration with the Head of Mission. You will develop, implement, and monitor security measures in accordance with La Chaîne de l’Espoir’s operational framework in Syria, following CDE’s protocols and standards. This includes contributing to risk reduction strategies and updating security documents in response to the evolving security situation.

Under the Head of Mission’s management, you will lead a team composed of one logistics officer, drivers.

Essential duties and responsibilities:

The Logistics and Security Coordinator handles the following activities.

1. Mission opening: setting up the logistics department

  • Conduct security and logistics assessment for premises selection: offices, guesthouses.
  • Set-up proper and efficient working and living conditions, including keys management, assets and furniture’s, communications means, security elements.
  • Implement proper procurement standards and ensure trainings to the teams
  • Put in place framework contracts on a maximum quantity of markets
  • Set up standard Sharepoint archiving tree
  • Establish the procurement plan, along with the program teams
  • Put in place movements and communication frameworks and rules, through documentation (SOPs), communication rules and channels, and users training
  • Contribute, with HOM, to the writing of the security plan, including SOPs and hibernatyion/ evacuation plan, and crisis management

2. Facility management

  • Be responsible for the proper functioning of La Chaîne de l’Espoir’s offices, guest house and warehouse at every level: lease contract, security, safety, cleaning, general maintenance, local insurance, layout and comfort in coordination with the Head of Mission
  • Be responsible for planning logistics activities in connection with projects (equipment maintenance plan, Project Procurement Plan)
  • Manage all the contracts and suppliers related to general maintenance and daily supply such as: electricity, stationery, air conditioning maintenance, food, water, etc.
  • Ensure proper follow up of team movements between La Chaîne de l’Espoir’s different sites, and welcome visitors from abroad in coordination with HQ travel department.
  • Be responsible for IT (if need be with the support of HQ’s IT manager) at the requested security and safety level: implement La Chaîne de l’Espoir’s IT procedures, ensure the good functioning of all devices, follow up phone and internet contracts, organize and control digital archiving.

3. Procurement

  • Take responsibility for all procurement activities for projects and the office, ensuring timely delivery and adherence to the principle of value for money.
  • Collaborate with the HQ procurement department to develop and maintain an international shipping schedule, when necessary.
  • Optimize sourcing (local, regional, or international) by considering price, quality, lead time, and potential security/safety or customs clearance challenges.
  • Negotiate with suppliers to secure the most advantageous conditions for the projects and office (including delivery terms, price, Incoterms, payment terms, guarantees, etc.), and draft procurement and framework contracts for legal/HQ validation.
  • Implement La Chaîne de l’Espoir’s and donor procurement policies and procedures.
  • Ensure the procurement plan is up to date, and used as the main reference tool for compliance.
  • Ensure eligibility of procurement files and maintain proper archiving procedures.
  • Train administrative, project, and logistics teams on procurement procedures and best practices.
  • Maintain and update the procurement and supplier database, and liaise with other NGOs to expand knowledge of market trends and dynamics.
  • Ensure proper archiving of all purchase files for future reference.

4. Stock management

  • Ensure the effective management and monitoring of the mission’s stock in accordance with La Chaîne de l’Espoir’s procedures, tools, and local laws.
  • Take responsibility for the efficient management of office and project stocks, including tracking inventory movements (In/Out), ensuring proper storage conditions, maintaining security, and preventing stock shortages.
  • Ensure that all document transfers and movements are properly referenced and recorded. Review and verify stock reports on a monthly basis.
  • Ensure the implementation of stock management procedures in line with La Chaîne de l’Espoir’s or donor guidelines..
  • Conduct physical inventories at least once every three months

5. Equipment Management:

  • Take responsibility for the proper management of all project and office equipment, including inventory control, preventive and corrective maintenance, and allocation tracking.
  • Ensure the implementation of La Chaîne de l’Espoir’s or donor equipment management procedures, from purchase to final donation, transfer, or asset exit.
  • Provide technical recommendations for equipment selection based on project needs.
  • Oversee the monitoring of equipment usage, establish utilization procedures, and train staff on proper equipment handling.
  • Track the condition, location, and ownership of equipment through regular updates to monitoring tools (property list) and maintain physical inventories.
  • Supervise the installation of equipment, ensuring it operates efficiently and is properly maintained, while ensuring timely repairs are conducted as needed.
  • Develop and monitor an equipment maintenance plan to ensure the longevity and functionality of all assets.

6. Fleet Management:

  • Ensure that the fleet available for both the office and project operations is adequate, fully operational, and ready to meet the needs of the mission at all times.
  • Implement and enforce La Chaîne de l’Espoir’s fleet management procedures, including ensuring vehicle safety, regular maintenance, and fuel consumption tracking. Ensure that all vehicles comply with local regulations and organizational standards.
  • Oversee and manage fleet-related costs, including vehicle or truck rentals, fuel expenses, and insurance contracts, ensuring cost-effectiveness and budget compliance.
  • Coordinate closely with the Head of Mission to track vehicle movements, ensuring that logistical operations are aligned with the needs of the mission and in compliance with local laws and regulations.
  • Engage with local authorities and security bodies in Syria to ensure smooth and secure vehicle operations within operational areas.
  • Prioritize safety in fleet management by addressing key concerns related to vehicle use, such as authorizing personnel to drive, ensuring safety equipment is available and used, and adapting to exceptional circumstances (e.g., security risks or road conditions). Maintain a strong focus on mitigating risks associated with fleet operations.

7. Freight and transportation:

  • Manage all the inland transportation (technical organization, loading/unloading, document management, security)
  • Plan and supervises the shipment and delivery of materials up to their final destination
  • Coordinate with the logistics department at headquarters for the shipment of merchandise coming from abroad and supervises the potential process involved with clearing customs

8. Security and safety Management:

  • Under the supervision of the Head of Mission (HOM), you will be responsible for implementing and overseeing La Chaîne de l’Espoir’s security strategy within the country, ensuring the safety of both the staff and assets.
  • You will manage the day-to-day aspects of mission safety, including staff movement tracking and ensuring the protection of personnel at all times.
  • Ensure that all security-related equipment, tools, stock, and systems are fully operational and effectively maintained. Regularly train staff on the proper use of security equipment and procedures.
  • In close collaboration with the Head of Mission, assess the security risks related to program activities and their potential impact on staff safety. Adjust security measures accordingly to mitigate risks.
  • Develop and implement a comprehensive security and safety training plan for all staff, ensuring that it meets organizational and local safety standards. Regularly evaluate staff competencies to ensure training effectiveness.
  • Keep La Chaîne de l’Espoir’s security procedures up to date and ensure that they are clearly communicated to all national and HQ staff, ensuring consistent adherence to security protocols.
  • Maintain and regularly update the country-specific security plan in alignment with organizational standards, ensuring that all staff, both national and HQ, are familiar with its contents and procedures.
  • Provide support during the redeployment, installation, rehabilitation, or closure of field bases, ensuring that security and safety measures are effectively implemented during transitions.
  • Represent La Chaîne de l’Espoir in discussions with partners, local authorities, and other relevant stakeholders, advocating for the security and logistical needs of the mission

9. Team Management

  • Supervise the whole of the logistics team (log off, drivers …), directly or otherwise
  • Size and define the needed means for logistics operations related to project activities.
  • Prepare JDs and action plans for the organizational setting and ensure logistics staff fulfill their responsibilities.
  • Ensure the logistics department yearly action plan is implemented
  • Review of staff needs in terms of recruitment, implement HR procedures and ensure that staff appraisals take place
  • Identify training requirements for staff and implement them through external/ internal res/sources

10. Internal control:

  • In close coordination with the General operations Coordinator Liaise with HQ’s Institutional Funding Manager to prepare mandatory reporting to donor, and audits on procurement and logistics.
  • In close coordination with the Head of Mission, liaise with HQ’s Head of Internal Audit and Logistics Referent for ad-hoc audit on logistics and procurement procedures.
  • Send the data base of suppliers and leasers for screening on a monthly basis.
  • Provide to HQ he Logistics monthly report, before the 10th of each month

EDUCATION AND EXPERIENCE

EDUCATION

A certificate or degree in logistics, procurement, supply chain management, operations management, business administration, management or equivalent field is required.

WORK EXPERIENCE

  • A minimum of 3-5 years of professional experience in a similar logistics, procurement, and security role with an international NGO is required.
  • At least two years of solid experience in field-level operations and security management, demonstrating the ability to handle complex, dynamic security and logistics challenges, is highly desirable.
  • In-depth knowledge of the Syria context, including its security landscape, local regulations, and operational challenges, is strongly preferred. Experience working in high-risk environments within the region would be a significant asset.

LANGUAGUES

  • Good verbal and written communication skills in English.
  • Arabic is an asset.

CONDITIONS

  • 9 months full time contract renewable, as an expatriate

  • Basic monthly salary range (2,500 – 2,900€/ month ) based on profile and experience.
  • Monthly per diem ( 770 €)
  • R&R: 5 days R&R every 3 months and reimbursement up to 600USD for the flight ticket
  • Travel: round trip ticket flight beginning/end of contract + paid leaves at 6 months of contract
  • Housing: shared apartment
  • Medical coverage with 50% of employer contribution
  • Medical evacuation and repatriation insurance paid by the employer
