CARE is seeking an experienced Vice President (VP) of Programs to organize and mobilize CARE USA’s broad technical expertise to be accountable for CARE USA’s program quality and CARE USA’s contribution to impact on global poverty and social injustice. The VP, Programs leads and supervises a team whose mandate is to generate, harvest, cross-fertilize, fund, communicate and promote the practical application of technical knowledge and learning throughout CARE and globally. These teams provide technical support to country offices and incorporate information and advice from them into our technical strategies. Reporting to CARE USA’s Chief Program Officer (CPO), she or he leads the strategic direction, vision, and supports implementations of our key technical programs and initiatives. The VP of Programs is an architect of CARE’s program quality and our programmatic strategies for impact.

The VP of Programs has a broad portfolio that crosses the development to humanitarian continuum. She or he has direct responsibility for the Food and Water Security, Education, Health and Equality Rights, Gender Justice, and relationship management with CARE Member Partners. In this role, the successful candidate will guide and coordinate the technical teams, provide external-facing messaging to explain our programs to non-technical audiences, and lead coordination and cooperation with other related teams and functions including other program teams, operations functions, and Regional and Country Directors. In addition to overall oversight of technical teams, the VP, Programs also has a mandate to engage in donor activities and fundraising efforts representing CARE USA within CARE International and serving as an ambassador externally. She or he embodies a strong sense of justice, an ability to think outside of the box, and passion to drive impact and scale, embrace a new and evolving organizational identity and mobilize the resources to shape and scope the future of CARE! It is important that she/he is a strong communicator, able to speak to programming to technical and non-technical audiences.

Job Responsibility 1: Program Innovation and Management

  • Manage and lead the leaders of the technical teams;
  • Oversee the provision of technical support to CARE USA’s funding strategies;
  • Mobilize the teams’ agility in response to emerging humanitarian crises;
  • Provide technical support to initiatives and funding applications;
  • Organize the technical teams’ response to design challenges and designing for scale;
  • Ensure and promote collaboration across program pillars and other CARE verticals to support CARE USA’s 2030 strategic vision;
  • Lead CARE’s program strategy towards the realization of the organizations 2030 Impact Goals.
  • Proactively anticipate future technical needs and how to align Programs with the technical needs of country offices;
  • Manage team budgets and fundraising and program reporting systems;
  • Develop and demonstrate deep knowledge of project, program operations, and business plan
  • Support CARE member partners from the Global South.

Job Responsibility 2: Leadership and Staff Development

  • Attract, develop, coach, and retain extraordinary and high-performing team members, empowering them to elevate their level of responsibility, span of control, and performance;
  • Work with staff to develop systems to ensure consistent, high-quality project management;
  • Actively promote values and practices related to equity, inclusion, accessibility, social justice and cultural humility;
  • Ensure and encourage professional team development opportunities are made available to all staff as needed;
  • Provide leadership in development of team communication and cohesiveness, sustaining culture and supporting staff during organizational growth;
  • Collaborate effectively across CARE’s Network of Members and Partners to meaningfully serve our teams around the world and weave together programs and operations.

Job Responsibility 3: Partnership Engagement

  • Work with Institutional Fundraising Strategies to ensure the delivery of technical expertise required to support the proposal process;
  • Work with VP, Innovation and Impact to advance global alliances, scale and innovations;
  • Provide thematic program technical expertise to support the Market Based Approach initiatives;
  • Support all Fundraising and revenue driving initiatives;
  • Support leadership in country to align with CARE USA’s 2030 strategy;
  • Cultivate powerful new partnerships and manage effectively new ways of working with partner organizations for increased impact.

Required:

  • Master’s degree, or an equivalent combination of a bachelor’s degree and experience.
  • Fluency in English;
  • A seasoned professional with expertise and minimum of 10-year experience in international; development and humanitarian programming;
  • Experience in leading implementation of strategic changes;
  • Experience in translating technical language and approaches to commonly understood terminology;
  • Experience in demonstrating evidence of program impact and influencing policies and behaviors;
  • ·Experience in leading knowledge management and learning programs;
  • ·Familiarity with international funding agencies and demonstrated fundraising ability;
  • ·Demonstrated excellence in leadership, team management and collaboration;
  • Ability to prioritize CARE’s overall organizational interests over and above individual department interests; a silo breaker.
  • Organizational & change management & strategic planning;
  • Development and humanitarian program design, management, and evaluation;
  • Planning, budgeting and financial management;
  • Organizational and staff leadership, management, decision-making & development skills;
  • Operations management;
  • Understanding of the evolving roles of international NGOs;

  • Strong written skills and the ability to tell the story of CARE’s programs.

Desired:

  • Fluency in English and one other major foreign language.
