Norwegian People s Aid is seeking an Operations Manager for humanitarian clearance operations in Cambodia

Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has more than 22 Mine Action and Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

NPA seeks an experienced Operations Manager for our Cambodia programme. NPA started its work with mine action in Cambodia in 1992. Today, NPA programme s country office is located in Phnom Penh with operations in Cambodia including NPA s own survey and clearance operations in Ratankiri province and also partnership with CMAC in eastern Cambodia and Capacity development of the Cambodia National Mine Action Authorities (CMAA).

The role of the Operations Manager includes overseeing and safely managing all aspects of Mine Action operations in country. The position is based in Phnom Penh, and will require extensive travel time between the base and the field and the ability to work and live in remote environments.

In this position your main responsibilities will be:

Plan, prioritise and manage all operations within the programme with focus on impact, quality, efficiency and relevanceResponsible for optimal use of the demining toolbox and efficient application of the land release conceptResponsible for developing and implementing the annual work plan for NPA Mine Action teams including operational deployment plans and individual task implementation plansProvide the Programme Manager with strategic advice on operations in the country strategic planning and task prioritisationDirectly manage, monitor and supervise international Technical Advisors, Technical Field Managers and Project Managers, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions and as tasked

To be succesfull in this role you must have:

Relevant education or equivalent qualifications (mine action NGO or commercial EOD work, or military qualifications with international deployments) IMAS EOD L3 or equivalent military EOD qualificationMinimum 8 years of experience progressively managing a mine action programme and/or capacity development of national authoritiesExperience from working in mine clearance operations in developing countries that are contaminated by remnants of conflictTrack record of establishing and maintaining effective professional relations with relevant stakeholders, in particular national and international clearance operators.

We consider it an advantage if you also have:Good knowledge and working experience with the full demining toolbox, previous experience in the humanitarian mine action sector and an understanding of standard international donor/NGO procedures. The ideal candidate will have experience with support functions, including logistics, finance and human resources; experience from project planning, implementation, follow up and reporting. Experience with GIS/Mapping is also an advantage.
