    This position is located in the United Nations Mission in South Sudan (UNMISS) with multiple duty stations. Under the overall supervision of the Principal Security Advisor (PSA), the Associate Security Coordination Officer P-2 reports directly to the Field Security Coordination Officer (FSCO), in the respective duty stations.

    Responsibilities

    Within limits of delegated authority, the Associate Security coordination Officer is responsible but not limited to the following duties:
    • Prepares and maintains a draft security plan for a specific area within the overall mission area of operations.
    • Performs routine investigations or security assessments to ensure the safety of field staff to enter or return to a location where actual or suspected problems exist.
    • Ensures that all staff members and their dependents are kept fully informed on matters affecting their security.
    • Conducts routine security surveys of office and residential areas and premises.
    • Investigates and prepares reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.
    • Assists the Field security Coordination Officer (FSCO) and other higher grade Security Officers in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies.
    • Assists the FSCO in the recruitment, training and supervision of Local Security Assistants.
    • Closely support the FSCO to conduct and monitor the Security Risk Managements (SRM) process and other relevant requirements of UN Security Management System policies and guidelines, to enable the continued delivery of UN programmes particularly in crisis situations while ensuring the safety, security and well-being of personnel, and security of UN premises and assets.
    • Assists in identifying and recording United Nations assets and number of staff and dependents to be protected, and estimates number of guards required.
    • Liaises with local authorities to discuss potential problems and plans possible methods of resolution.
    • Serves as member of interdisciplinary teams on matters of non-routine nature, such as mine removal, evacuations, medical emergency or hostilities that threaten the safety of staff and dependents.
    • Performs other duties as may be assigned.

    Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

    Education

    Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience in security managment may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of two years of progressively responsible experience in Security Operations Centre, Field Security Coordination Office (FSCO) or similar entities within a military, police or security organization is required

    At least two years of experience and exposure at the international level in a conflict/post conflict or high-risk environment is required
    At least one year experience and exposure at the international level is desirable;
    Desirable experience: security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, security logistics in a post-conflict environment, security staffing in post-conflict and multicultural environment

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
