Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Organizational Resilience Unit (OARS-OR) within Organizational Resilience and Security Division (OARS). OARS is under the Office of Administrative Offices (OAS).

OAS manages the building, facilities and delivers over 70 diverse services essential for ADB’s operation. It provides administrative support to ADB Management and staff and delivers quality products and services at an affordable cost. The office is headed by the Principal Director (PD) and supported by Division Directors who manage the respective business units.

OARS develops and implements policies and procedures relating to the organizational resilience (OR) and security measures necessary to ensure that ADB retains the ability to continue operations in a safe and secure manner in support of its mission to reduce poverty in Asia, regardless of any incidents that may threaten or befall the organization or its facilities.

Job Purpose

The Associate Organizational Resilience Officer provides assistance in the development and implementation of ADB’s organizational resilience programs, to include plans, procedures, best practices and special projects; and in the preparation of resiliency strategies for maintenance of operations. The incumbent will report to designated International Staff and senior National Staff.

Responsibilities

  • Supports the Senior Organizational Resilience Specialist, in the coordination and implementation of organizational resilience (OR) projects, strategies and plans.
  • Participates in the implementation of the Business Continuity Management (BCM) Program including the review and monitoring of both critical and non-critical units’ Business Impact Analysis (BIA) and Risk Assessments (RA), Business Continuity Plans (BCP), including submission of key suppliers’ contingency and continuity plans, Business Continuity Core Group (BCCG) call list and profile, and Business Continuity (BC) strategy, manual and flyer.
  • Checks audit-related documents, plans, and reports to ensure compliance with BCM standards and coordinates the audit by the external auditor.
  • Assists in the regular review and revalidation of BIA-RAs for ADB HQ and the Field Offices (FOs) and ISO 22301:2012 audit and certification.
  • Contributes to the development of communication materials on OR related topics to create and maintain awareness and prepares final correspondences pertaining to the OR program.
  • Reviews and provides recommendations on action of risk evaluations and business impact analysis studies of ADB and its FOs.
  • Assists in planning for Business disruption scenarios for scheduled and surprise business continuity drills. Contributes in preparing back-to-office reports and after-action review reports.
  • Coordinates and performs preparatory tasks necessary for the conduct of planned/surprise BC drills. Delivers training programs related to BC, emergency response situations, and disaster recovery (DR) operations.
  • Develops and implements special projects and major work programs of the unit such as automation of BCM, OR awareness campaigns, tabletop exercise planning, and preparation of reports.
  • Writes specific briefs; plans, etc. for the Management and others as required.
  • Represents the ADB to outside bodies, as required.
  • At the time of disaster, acts as one of the incident coordinators, providing direct supervision of activities related to BCP/DRP.
  • Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in a relevant field.
  • At least 6 years of relevant work experience in business continuity management, organizational resilience, disaster recovery and emergency management; experience in developing plans and conducting training programs in these areas
  • Sound knowledge of OR and BC programs including ISO 22301-2012
  • Working knowledge and understanding of ADB’s policies and OAS operations, guidelines and procedures will be an advantage
  • Demonstrated expertise and experience, and good industry practice and guidelines within the Business Continuity Management lifecycle
  • Effective report-writing and communication skills in English
  • Strong analytical skills
  • Proficiency in use of spreadsheets and required information technologies
  • Able to guide junior Administrative Staff to facilitate work planning, delivery and quality review
  • Able to work collaboratively with teams as a constructive team member

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
