Job Description

Under the direct supervision of the Deputy Resident Representative and overall guidance of the Resident Representative, the Assistant Resident Representative, Development Policy Unit (ARR-DPU) leads and manages the Development Policy Unit, advising Senior Management on issues pertaining to development policy, socio-economic analysis, poverty reduction strategies, etc. S/He initiates dialogue, research and analysis of relevant policy linkages across UNDP programmes, and provides policy analysis for the formulation of strategies and briefings to Senior Management.

The ARR works closely with Government counterparts to identify, among other issues, innovative macroeconomic policy options and to enhance the policy impact of UNDP projects and programmes in pro-poor growth. S/He monitors socio-economic policy developments to inform and advise the UNDP programme team and its partners on emerging policy issues and opportunities. S/He plays a lead role in facilitating and contributing to UNDP’s high level policy dialogue with the Government and development partners.

The ARR manages aspects of the CO programme dealing with macro-economic reviews, poverty reduction, SDGs and social protection. S/He ensures effective planning, resourcing and implementation of the Development Policy Unit programme portfolio.

The ARR leads and supervises a team of UNDP experts, international and national consultants and project staff. S/He develops and maintains a professional network with relevant officers from UNDP, UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors and civil society.

Functions / Key Results Expected

Summary of Key Functions:

• Provides advice and support to UNDP management, programmes and projects
• Provides advice to Government counterparts and facilitates high level policy dialogues
• Participates in the building of strategic partnerships and implementation of the resource mobilization strategy
• Ensures provision of top quality advisory services and facilitation of knowledge building and management

Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results:

• Compilation, analysis and interpretation of economic and statistical data, thorough research of the economic and development issues in the country and production of relevant reports aimed at promoting equitable economic growth and human development.
• Provision of top-quality analysis and substantive inputs to CCA, UNSDCF, CPD, and other strategic documents.
• Provision of top-quality country analysis throughout the programme cycle, through supporting MAPS missions, SDG updates, analysis on groups left furthest behind, Conflict & Development Analysis, Development Finance Assessments (DFAs), and regular horizon scanning and risk assessments.
• Provision of authoritative advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities.
• Selection of strategic research topics, surveys and/or case studies that advance pro-poor policies.
• Production and launch of economic reports, including National Human Development Reports.
• Formulation and facilitation of UNDP inputs and CO support to national poverty reduction efforts in the context of poverty monitoring, including of the SDGs
• Direct participation in sub-regional, regional and inter-agency initiatives related to development issues.
• Planning, resourcing and implementation of the Development Policy Unit programme portfolio.

Provides advice to Government counterparts and facilitates high level policy dialogues focusing on achievement of the following results:

• Facilitation of policy dialogue on economic and other issues related to UNDP programming with the Government, donors, civil society, private sector; contributions to development of policies as relevant.
• Provision of policy options, particularly from pro-poor perspectives, on macroeconomic and other development/governance issues to governments and other development actors.
• Assessment of the country’s macro-economic policies and their impact on poverty reduction, growth, equity, and on other UNDP programmes.

• Training and capacity building support for UNDP staff and Government officials on policy issues.

Participates in the building of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

• Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society areas based on strategic goals of UNDP, country needs and donors’ priorities.
• Research and analysis of information on donors, preparation of substantive briefs on possible areas of cooperation.
• Production of periodic updates and briefs on country development situation to be used by stakeholders, CO and HQ.
• Undertaking of selected studies/research on emerging development concerns that feed into government/development partners processes.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

• Coordination of development of policies and institutions that will address the country’s problems and needs in collaboration with the Government and other strategic partners.
• Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
• Sound contributions to knowledge networks and communities of practice.
• Policy advocacy for the Sustainable Development Goals, Human Development and pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings.
• Production of high quality research papers for UNDP presentation at international workshops and conferences.
• Management of events and publications on economic issues, including annual Global Human Development Reports launches in the country, advocacy of the main Reports findings among relevant Governmental agencies, civil society organizations and donors.
• Identification of sources of information related to SDG based policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.

• The key results of the post strengthen UNDP’s contributions to the national policy dialogue and enhance the policy impact of UNDP programmes and projects. In particular, the key results have an impact on the design of programmes, creation of strategic partnerships, mobilizing programme funds, achieving strategic results and the overall performance of the country programme. The post increases visibility of UNDP in the leading the development policy discourse, research, analysis and policy recommendations.
