Mission East is an international relief and development organisation founded in Denmark in 1991. Mission East has been engaged in humanitarian and development work in Armenia since 1992. Mission East s work in Armenia has been in partnership with numerous local NGOs, including our long-standing partner in inclusion and disability work: Bridge of Hope.

Mission East and Bridge of Hope s partnership in Armenia benefits children and youth with disabilities. This vulnerable group has been subjected to severe discrimination by and isolated from society before as well as after the fall of the Soviet Union in 1991. Education is an important priority, and together Mission East and Bridge of Hope have been instrumental in securing the right to go to school for all Armenian children and youth with disabilities.

Mission East is currently searching for a Project Evaluation Consultant for the project Living Together, Learning Together: A Child s Right to Quality Inclusive Education. Phase 2. Replication of an inclusive education model in Yerevan. This project aims to secure the rights of children with disabilities and special educational needs to quality inclusive education in Armenia.

The objectives of this consultancy are:

To conduct a participatory project evaluation focusing on impact evaluation, by assessing the level of achievement of project goals and objectives as well as the relevance and quality of implemented activities. Identify whether the resources provided within the project were and are used in a competent and resourceful way and appropriateness of overall management systems used in the project.

Assess the partner and civil society involvement and the sustainability of the implemented project by evaluating the level of involvement of local partner, civil society groups (ex. Parent Support Groups) and other stakeholders, their project input and their commitment, including their community engagement, project management and technical skills to support the outcomes of this and other similar projects in the future. Evaluate the technical transfer and capacity development of local partners under the project and the sustainability of their engagement.

Provide recommendations for on-going /future programming, by providing suggestions to the ongoing projects empowering the organizations of people with disabilities (DPOs) to lead advocacy towards equal rights to inclusive education, social services and community living and influence the duty bearers from government and the parliament to be committed to fulfill their obligations according to the conventions, laws and policies adopted towards the rights of people with disabilities to inclusive quality education.
