Area Manager, Sudan (Multiple Locations) – Sudan 3 views


Background:

Sudan is experiencing violent urban warfare and civil unrest that erupted in April 2023, resulting in civilian casualties, new displacement of people and severe disruption of basic services. Set against the backdrop of a protracted economic crisis and pre-existing conflicts in expansive regions of the country, the latest escalation of hostilities has triggered a significant increase in humanitarian needs across the country. Sudan is now the largest displacement crisis in the world and is facing a catastrophic famine and ongoing urban displacement crisis.

What you will do:

The purpose of the Area Manager position is to ensure delivery of the NRC country strategy within their Area Office. NRC Sudan currently has operations across Sudan, and the AM role will focus on delivery of our programmes and interventions in their area of responsibility.

General Responsibilities:

  1. Line management responsibilities for directly reporting staff. This includes the
    • Management for senior project staff and support functions (and Field Office Coordinators) in the area Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
    • Ensure overall security and safety of staff in the area
    • Ensure that capacity building is provided to all staff in the area
  2. Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and aligned to regional and global strategies
  3. Assess needs, develop emergency response and implement response plans, including cash-based interventions and market-based programmes
  4. Ensure optimal use of resources within the allocated project budgets and CC strategies
  5. Represent NRC and networking on area level
  6. Promote the rights of IDPs/returnees in line with the advocacy strategy
  7. Member of the Country Management Group (CMG)
  8. Compliance and adherence to NRC policies, guidance and procedures

Specific responsibilities:

  1. Develop and lead the Area Management Team
  2. Ensure participation of displacement- and conflict-affected people in decision-making processes and accountability loops including them
  3. Proactively manage relationships with local authorities and institutions in the area of responsibility, supporting local partners and engaging with local institutions and systems (markets, educational, security)
  4. Support delivery of NRC Sudan’s country strategy, including on broader elements of using technology as well as local markets and service providers, protecting people in need, and systems engagement.
  5. Develop an area programme that annually assists at least 500,000 people in humanitarian need and makes strategic positive impact beyond programme delivery (e.g. through capacity development, market change, policy advocacy, partnership advancement, humanitarian leadership)
  6. Develop access protocols and engagement strategies to manage external relations and principled negotiations to enable a conducive and principled operating environment
  7. Build a team culture of improvement and accountability
  8. Ensure timely response to emergencies when NRC is best placed to respond.
  9. Ensure that NRC Sudan is distinct from others in moving away from direct distributive approaches, positioned as a systems (food, local economy, non-formal education) enabler and supporter of local opportunities despite the evolving and fragmenting protection crisis.
  10. Support the analysis of decentralized authority within the Area Office commensurate with the capacity growth of logistics, finance, and human resource functions.
  11. Participation and representation of NRC in all relevant State and region-level coordination fora in relevant to that Area (A/HCT, A/ISCG, A/INGOF, etc.), and ensure that sectoral/thematic coordination is correctly delegated within the Area Management Team. Membership in the state-level INGO Forum Steering Committee is envisaged.

What you will bring:

Generic professional competencies:

  • Minimum 4-5 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Experience in implementing and managing cash-based interventions and market-based programmes as well as partnerships with national NGOs
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge and active interest of the context in Sudan is desirable
  • Knowledge of Arabic language or other local languages is desirable
  • Experience with high-risk contexts, access constrained operating environments, and hardship duty stations with limited amenities
  • Strong leadership skills and a supportive management style, including in remote modalities
  • Creativity and open-ness to new ways of working
  • Efficient and effective communication skills to influence power internally and externally

  • Contract: 12 Months (renewable based on funding and performance)
  • Travel: 40% within targeted project locations
