Civil Society Enablement Unit (CSEU)
About the Program:
Established in 2018, the Civil Society Enablement Unit supports grassroots NGOs and CSOs through capacity-building initiatives aimed at strengthening small community-based organizations with the skills and knowledge needed for long-term sustainability.
The CSEU upholds the highest standards of integrity, with a zero-tolerance policy toward sexual exploitation, abuse, child abuse, fraud, bribery, and corruption. It is also committed to protecting the security, confidentiality, and privacy of personal information.
Furthermore, the CSEU is dedicated to safeguarding children’s well-being and upholding the principles of the Convention on the Rights of the Child.
Job Purpose:
The Advocacy Officer will be a member of the Civil Society Enablement Unit and will be responsible for all advocacy and research-related activities and project-components within this Unit. The Advocacy Officer will play a pivotal role in advancing the rights and inclusion of vulnerable groups through strategic advocacy, capacity building, and policy influence initiatives of local Civil Society Organizations (CSOs) and Refugee-focused Organizations (RFOs) in Türkiye.
Strategic and Operational:
- Development of various types of assessments and research methodologies, focusing on human rights, social inclusion, and refugee issues in Türkiye.
- Follow up on data technical issues pertaining to data collection across all B&Z projects where the CSE Unit is present.
- Strengthen the advocacy capacity of team members involved in field-based and office-based advocacy activities by providing training, coaching, and the required technical and desk support.
- Generating data reports (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for program implementation staff as required.
- Monitor the progress and impact of advocacy activities, ensuring alignment with project objectives by tracking policy changes and identifying opportunities to strengthen the advocacy efforts (such as: regular advocacy briefing messages, progress reports, grassroots advocacy papers and briefing documents, etc.).
- Being responsible for Data Validation, Data Management, Data Analysis, and Data Visualization
- Training staff on appropriate methods of data analysis
- Training staff on best practices in community on-the-ground advocacy
- Develop and deliver training workshops on advocacy techniques, human rights, and policy influencing to help participants with the advancement of their community-based advocacy campaigns
- Contributing to the CSE Unit conflict analysis exercises in the areas of operation, as well as providing enrolled CSOs with the relevant, basic policy insights and policy analysis tools.
- Developing and monitoring the context development reporting pathways among B&Z and its partner CSOs/CBOs, and preparing the relevant, necessary policy briefing messages.
- Preparing briefs, reports, presentations, and other written outputs in accordance with advocacy objectives; review as necessary.
- Preparing and performing advocacy training.
- Prepare the needed materials, reports, and tools for training beneficiaries and staff.
- Perform advocacy coaching sessions for beneficiaries and staff.
- Work collaboratively with other project staff, partners, and stakeholders to ensure coordination across projects to foster a collaborative environment and facilitate shared learning and advocacy impact.
- Participate in national and international networks or platforms related to refugee rights, human rights, and social cohesion.
- And any other tasks or responsibilities assigned by the line manager.
Education & Experience:
- Bachelor’s degree in Humanitarian Affairs, International Development, Project Management, or a related field. A Master’s degree is a plus.
- Minimum of 3 years of experience in advocacy, civil society programs, or refugee-focused projects.
- Demonstrated experience in research, data management, data analysis, and reporting.
- Experience in capacity building, training, and coaching is highly desirable.
Competencies:
- Strong understanding of local and international advocacy processes, especially in the context of refugee rights and gender rights.
- Knowledge of methodology building, research innovation, and advocacy best practices.
- Excellent analytical, organizational, and communication skills.
- Proficiency in Arabic & Turkish is mandatory.
