  • a.     Purpose

    The purpose of the position is to provide expert advice to United Nations Development Programme (UNDP) and United Nations Population Fund (UNFPA) in Serbia on depopulation and development issues.

    b.   Objective

    To ensure results oriented, effective, efficient and accountable implementation of the project activities and achievement of project results.

    c.     Background Information

    In consultation with the Government of Serbia, UNDP and UNFPA are leading the efforts to provide a set of high-level recommendations that will support the Government of Serbia (GoS) to tackle the depopulation challenge. To prepare the grounds for this intervention UNDP will commission a studio design mission on Serbia depopulation challenge. The studio design thinking process relies on expertise from seasoned professionals, each bringing a unique angel to the larger set of issues, working together in a deeply collaborative and creative endeavour.

    The Technical Adviser & Coordinator will lead on the top 10 implementable opportunities produced by the studio team, enabling to shape the portfolio and to create a menu of interventions for the GoS to tackle this multidimensional issue. It also envisaged for the Technical Adviser & Coordinator to lead in the design, planning and management of the joint UNDP and UNFPA’s future programme in relation to population dynamics in Serbia by providing support to ongoing data collection processes, secondary data analysis, guiding relevant stakeholders through development, review and implementation of population policies and related activities.

    Under the Primary supervision and guidance from UNDP Serbia Resident Representative (RR), in consultation with the Head of UNFPA Office in Serbia, the Technical Advisor & Coordinator’s overall responsibilities includes collaborative relationships primarily with UNDP and UNFPA teams in Serbia but also with other offices (country and regional offices) in the region that implement initiatives related to population dynamics. External contacts include other United Nations (UN) agencies in Serbia and relevant government institutions and nongovernment organisations in Serbia, as well as academia and researchers in Serbia, but also in the region and worldwide.

     

    Specific responsibilities include:

    • Participates in the identification and formulation of the country projects on population and development in cooperation with UNDP and UNFPA teams and in line with existing population policies and demographic trends in the country, including the review and analysis of available statistical data;
    • Provides support to government institutions, nongovernment organisations and academia in the implementation of population policies in the country, including establishing of platforms at all administrative levels for communication and collaboration by all relevant stakeholders;
    • Coordinates project implementation with other UN agencies through existing UN Country Team (UNCT) mechanisms and results groups, especially related to data collection and analysis, alignment with Sustainable Development Goals and implementation of population measures across mandates of several UN agencies;
    • Facilitates the work of population development experts engaged in providing support and expertise to relevant stakeholders in the country, including the regular review and periodic evaluations of planned achievements;
    • Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the Population Development initiatives through drafting relevant communication materials and reports;
    • The Technical Adviser & Coordinator supervise project staff and provide guidance in thematic areas on population dynamics.  S/he works in close collaboration with programme clusters touching upon the issue of population dynamics across portfolios in UNDP and UNFPA;
    • Upon request, the Technical Adviser & Coordinator will provide inputs on cross-cutting challenges on issues of regional population dynamics in the Western Balkan, these inputs will be further utilized to close the feedback loop and report to the regional Issue Based Coalition to support with synergies among related areas of work for UNDP, UNFPA and other UN agencies in the region.

    Performance Indicators for evaluation of results:

    • Joint Programme between UNDP and UNFPA developed;
    • Dialogue with relevant Ministries, stakeholders and beneficiaries maintained;
    • Reports and Workplans developed on time in line with quality standards;
    • Programme activities and achievements captured and presented;
    • Team learning and knowledge management organized as a part of project cycle.

    • Good communication, coordination and facilitation skills;
    • Consistently ensures timeliness and quality of Project work;
    • Establishes lasting relationships and substantive dialogue with clients;
    • Treats all people fairly without favourism;
    • Strong oral and written communication skills;
    • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
    • Demonstrates integrity by modeling ethical standards.

     

    Education:

    Advanced (Masters) degree in population, demography, statistics, economics and/or other related social science field.

    Experience:

    At least 7 years of professional experience in the field of population and development, advising Governments and other senior stakeholders. At least seven years of experience in programme / project management, preferably projects that relate to demographics, rural development, and / or statistics.

    Languages:

    Fluency in English and Serbian languages is required.
