UNOPS Kenya Multi-country Office (KEMC) helps partners achieve their project goals in sectors including: governance, education, health, the environment, grant management and rural development. UNOPS KEMC has over twenty years of experience working in East Africa, including large scale infrastructure projects. With a flexible and responsive presence throughout the region, UNOPS is able to scale up rapidly, through various mechanisms into high risk areas which have proven to be beneficial to partners.

KEMChas its own Technical Services Unit (TSU) which comprises a core group of technical staff supplemented by experts employed on a retainer basis. The group conducts feasibility studies and assessments and engages in design and monitoring work. The core group’s skills include Civil, Structural, Mechanical and Electrical Engineering, Architects, Design Associates and Quantity Surveyors. Retainers provide additional capacity in core disciplines as well as GIS, Environmental, Social and sector specific expertise (roads, healthcare, heritage etc).UNOPS is undertaking a project to re mediate dams across Zambia. There are outstanding environmental and social safeguard issues and the remediation works will give rise to new safeguards requirements. The consultant is expected to support the revision of the existing social safeguards and to implement and monitor the risk mitigation measures during the remedial works.

The Health, Safety, Social and Environmental Analyst – Social Development (Retainer) will be prepared to travel to any site in or around the countries under KEMC as required and as UNDSS permits.

  • Assist in rolling out the Environmental and Social Management Plans (ESMPs) in consultation with the World Bank and implementing partners;
  • Support the revisions of the existing Environmental and Social Impact Assessment Study (ESIAs)ESIAs and ESMPs in view of the upcoming remedial works on the dams
  • Support the review of existing grievance redress mechanisms and resettlement action plans
  • Assist in monitoring and reporting on social screening processes of site-specific activities as conducted by implementing partners;
  • Monitor and report on social risk mitigation indicators in the ESMPs;
  • Conduct field supervisory and data collection missions;
  • Ensure that appropriate social instruments and tools are applied by contractors– as set out in the ESMPs;
  • Ensure that appropriate social mitigation measures are proposed and met;
  • Assist in triggering and overseeing the implementation of social correction measures;
  • Undertake follow-up monitoring to ensure that proposed social mitigation measures are implemented according to the ESMPs;
  • Conduct supervision and monitoring field visits to all sites;
  • Support the development and delivery of a series of spot checks to ensure mitigation measures are properly implemented in line with the guideline;
  • Assist in compiling monthly reports on social risks, impacts, and mitigation measures;
  • Provide technical support to the remediation project;
  • Carry out training and capacity building on social tools and frameworks, especially for new staff in the UNOPS Offices and for implementing partners

Impact of Results

  • All project activities are successfully supervised and monitored against the ESMPs, including understanding of the risks and impacts and implementation of mitigation measures
  • All field teams are well-versed in issues regarding social standards
  • Reporting of all social standard issues is done.
  • Bachelor Degree in Social Science or related field with a combination of two additional years of relevant experience is required;
  • Advanced Degree (Master’s degree) in a related field will be an added advantage;
  • Minimum two years working experience in managing health and safety on construction sites is required.
  • Experience in gender equality work will be an asset
  • Experience in implementing social safeguards will be an asset
  • Work experience in international organizations will be an asset
  • Experience working on rural infrastructure projects will be an asset

Excellent written and spoken English is required
