Purpose of the Consultancy
The consultant will provide technical advice on logistics and operations and coordinate the procurement, distribution and installation of equipment for the Te Mamauri KOICA project. This includes coordinating international suppliers, local storage, domestic shipping and safe receiving of goods. The consultant will work in close collaboration with WCO, MHMS, service providers, and local communities to ensure the project’s successful implementation in Kiribati.
Background
Climate change adversely affects a wide range of environmental and social determinants of health. The World Health Organization (WHO) estimated that climate change will cause at least 250 000 additional deaths per year from 2030-2050. The poorest and most vulnerable populations in low- income countries, particularly children and older people, are among those most at risk.
The Small Island Developing States are prone to the impacts of climate change, such as sea level rise, cyclones, and floods. Forecast models predict an increase in both dry and wet season rainfall with an increased risk of extreme rainfall days. The increase in extreme weather events such as floods and droughts are expected to influence disease. Climate change is affecting health, and it will continue to affect the social and environmental determinants of health: clean air, safe drinking water, sufficient food, and secure shelter. The potential impacts of climate change on human health and infrastructure raises concern amongst health leaders, particularly those in public health, advocating for the prevention of communicable and noncommunicable diseases and infrastructure fields. In building resilience in health systems, WHO has worked closely with the Member States in the preparation of project proposals for submission to potential funding agencies. Kiribati has two major projects ongoing in this area of work:
Korea International Cooperation Agency (KOICA)-funded project on Making Health Adaptation for the Future Resilient Islands – Kiribati Outer Islands Climate Health Action (Te- Mamauri KOICA)
Global Environment Facility (GEF)-funded project on Building Resilience of Health Systems in Pacific Island LDCs to Climate Change.
Deliverables
Under the supervision of the Technical Officer (Climate Change and Health), the consultant will carry out the following activities:
Output 1: Coordination of logistics operations for KOICA project to accelerate implementation by mid-July 2026.
Deliverable 1. Organize, plan, monitor (KPIs) in relation with task owners, and report weekly about status and stages of operations for on-going planning, contracting, shipment, deliveries, clearance, transportation, warehousing, dispatch to sites to optimise workflow and effectiveness of operations with suppliers, service providers, MHMS and WCO Technical leads;
Deliverable 2. Manage, monitor, amend and share operational planning and day-to-day logistics and operations calendar to streamline implementation of the project in the four Kiribati outer islands by mid-July 2026;
Deliverable 3. Monitor day to day logistics with contracted parties, identify and report on progress of operations, challenges, bottleneck and solutions with CLO, MHMS, and communities to streamline timeliness and quality implementation in all four sites.
Output 2: Guide future scale up of climate adaptation activities for health care facilities in Kiribati,
Deliverable 1. Record and document practically lessons learned, and best practices acquired during project implementation related to technologies and solutions deployed by type of intervention (e.g. Solarization, medical waste management, water desalination, etc.);
Deliverable 2. Develop information tool kit of available standards, best practices, checklists, learning and training solutions, technical references, innovations and ongoing research when applicable, for the implementation and maintenance of technical solutions/commodity package provided by type of climate adaptation intervention.
Deliverable 3.Provide Health Logistics Technical support (COMS, WASH, SUP, OPS, POWER) as required to streamline identification of adequate technical solutions and to streamline implementation.
Other deliverables:
- Daily updated operational plan and operations calendar by workstream;
- Weekly report on operations performance/quality, activities’ status update, expected actions and outputs vs achievements, operations and supply plan update, delays/non-conformities, challenges/risks and corrective actions;
- Scoping of technical solutions/commodity packages per type of intervention, including potential manufacturers and providers;
- Enhanced Information tool kits informed by project implementation for standards, best practices, checklists, learning and trainings solutions, technical references, innovations and on-going research for the implementation and maintenance of technical solutions/commodity package required by type of climate adaptation interventions, when applicable.
- Timely implementation of activities according to the operations plan leading up to June 15th.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Advanced university degree with specialization in environmental health, climate science, public health, engineering, development, or other relevant fields.
Desirable: Qualification in project management, engineering, logistics, public health, development, or other relevant fields.
Experience:
Essential: Minimum seven years of experience in climate change adaptation projects, climate change adaptation, risk assessment, qualitative research and project management.

Location
The consultant is expected to perform work on-site in Kiribati islands.
Travel
The consultant is expected to be based in South Tarawa, and may need to travel to work sites in Tarawa, Marakei, Abemama, Tamana and Teraina.
Remuneration and budget:
Remuneration: Band level B, USD 9,000 (monthly)
Expected duration of contract: 6 months, January to July 2026 (excluding WHO holidays in Kiribati)
A daily allowance to cover living expenses will be payable to the consultant during their time on-site in Kiribati. Consultant will be paid full per diem for first 60 days and the reduced per diem thereafter. Current rate in South Tarawa, Kiribati is 134 USD for the first 60 days and 100 USD thereafter.
