1.    Background and Objectives of the assignment

The Consultant will serve as WIPO’s business development representative responsible for increasing Madrid System utilization among corporate users, trademark practitioners, and key industry stakeholders in India.  Through partnership development, direct marketing activities with current and potential filers, and leveraging data analytics to identify and prioritize engagement opportunities, the Consultant will establish WIPO’s presence in the Indian IP ecosystem and drive Madrid System adoption.

2.    Deliverables/services

(a) Core Business Development Activities

Strategic Partnership Development:

Establish and execute a comprehensive business development strategy designed to build WIPO’s presence and develop strategic partnerships in India’s IP and industry community. The approach should include:

i. Developing local partnerships with key stakeholder organizations:

•     IP associations and trademark practitioner groups
•     Industry associations and chambers of commerce
•     SME associations and business federations
•     Export promotion councils and trade bodies
•     Technology parks and innovation hubs
•     Corporate IP departments and in-house counsel networks

ii. Creating and implementing new engagement models with existing and potential Madrid System users for deeper market penetration

iii. Building and maintaining strong relationships with decision-makers and influencers in India’s IP ecosystem

Strategic User Engagement:

Prepare and execute targeted marketing and outreach activities to connect with current and potential users of the Madrid System in India, including:

i. Establishing and nurturing relationships with key user groups:

•     Corporate IP departments and in-house counsel
•     Trademark prosecution practices and IP law firms
•     High-potential filers and serial trademark applicants
•     Export-oriented businesses with international expansion plans
•     Startups and SMEs with global ambitions

ii. Arranging targeted meetings and consultations individually or in small groups with trademark practitioners, corporate users, and business influencers

iii. Engaging with qualified prospects identified through WIPO-led data analytics and prospecting activities

Event Development and Promotion:

i. Identify, organize, and implement marketing events and promotions to generate business and raise Madrid System awareness across India
ii. Support and arrange WIPO Madrid System engagements in seminars, workshops, conferences, and promotional events
iii. Coordinate with pool of Madrid System speakers (local trademark practitioners and WIPO headquarters experts) for event participation
iv. Lead event planning, logistics management, and execution for WIPO-branded and partner events
v. Represent WIPO at major Indian IP conferences, trademark practitioner events, and industry forums

Localized Marketing Campaigns:

i. Support implementation of localized digital marketing campaigns tailored to Indian market
ii. Develop India-specific marketing content, case studies, and promotional materials
iii. Identify and leverage local communication channels and platforms for Madrid System promotion

Market Intelligence and Feedback:

i. Gather critical market intelligence on India’s IP ecosystem, user needs, barriers to adoption, and competitive landscape
ii. Provide regular insights on policy developments, regulatory changes, and market trends affecting trademark registration in India
iii. Report user feedback, system improvement suggestions, and emerging opportunities to WIPO
iv. Identify case study opportunities and document success stories from Indian users

(b) Minimum Performance Requirements (Quarterly Basis)

The Contractor must achieve the following minimum thresholds each quarter:

i. User Engagement:

Minimum 40 meetings per quarter, comprising:

•     At least 15 meetings per month with high-potential corporate users/potential filers/representatives
•     At least 5 meetings per month with top-tier existing filers/representatives

ii. Partnership Development:

•     Establish or strengthen relationships with minimum 3 strategic partner organizations per quarter (IP associations, industry bodies, business chambers)
•     Execute minimum 2 joint initiatives or co-branded activities with partner organizations per quarter
•     Document partnership development progress and pipeline

iii. Conversion and Business Development:

•     Achieve measurable conversion of engaged prospects to active users
•     Track engagement-to-filing conversion rates
•     Document progression through sales pipeline stages
•     Create and implement new engagement models for deeper Madrid System penetration

iv. Promotional Activities and Events:

•     Organize, lead, or co-present at minimum 4 events per quarter (conferences, seminars, roundtables, webinars, workshops)
•     Achieve participant satisfaction rating of ≥85%
•     Coordinate with local Madrid System expert speakers and WIPO headquarters resources for event delivery

v. Case Studies & Market Intelligence:

•     Identify and document minimum 2 India-specific success stories of Madrid System use by local businesses per quarter
•     Contribute to development of India-market-focused marketing and training materials
•     Provide strategic input on messaging, positioning, and market development opportunities for Indian audiences
•     Submit detailed market intelligence reports on IP ecosystem developments

(c) WIPO Business Development and Sales Support

WIPO will provide backend support including:

Data Analytics and Prospect Identification:

•     Analysis of Indian trademark filing data to identify high-potential prospects
•     Segmentation of businesses and law firms by filing patterns, sectors, and international exposure
•     Scoring and prioritization of leads
•     Market research and competitive intelligence

Lead Generation and Outreach Support:

•     Initial outreach campaigns (email, digital marketing, targeted communications)
•     Qualification of prospects through preliminary screening
•     CRM system management and lead tracking support

Madrid System Expert Resources:

•     Access to pool of Madrid System expert speakers
•     Technical and legal resource persons for events and consultations
•     Coordination support for engaging expert speakers in events and activities

User Engagement and Administrative Support:

•     Development of India-market marketing collateral and templates
•     Webinar production and technical support (for WIPO-hosted webinars)
•     Reporting tools and templates
•     CRM and contact database access
•     Performance tracking and analytics dashboards
•     General guidance on WIPO branding and communications standards

Note: Event logistics, scheduling, and local arrangements will be primarily owned and managed by the Consultant, with limited support from WIPO headquarters.  The Consultant is expected to take primary responsibility for event planning, execution, and coordination in the Indian market.

(d) User Support and Liaison

Act as focal point for Madrid System users and prospects in India, responding to general queries and facilitating connections with WIPO Madrid Registry customer support and Indian IP Office.

(e) Additional Tasks

Perform other tasks as required by the Organization consistent with assignment objectives.

3.    Reporting

The Contractor shall work under the coordination of the Communications and Information Manager of the Madrid Information and Promotion Division, Madrid Registry.

4.    Profile

•     University degree in business administration, marketing, international business, law, public policy, or related field

•     Minimum three (3) years of relevant professional experience in business development, partnership development, or policy engagement roles

•     Knowledge of India’s IP ecosystem, including key stakeholders, institutions, and market dynamics

•     Proven network among industry associations, IP practitioner community, and business organizations in India

•     Demonstrated track record in stakeholder engagement and relationship management at senior levels

•     Experience in organizing and executing business events, seminars, or promotional activities

•     Understanding of trademark registration processes and intellectual property protection in India and abroad. 

•     Desirable: Background in legal, IP, or trademark-related professional environment. Knowledge of Madrid System for international trademark registration

•     Integrity in dealing with confidential and sensitive data

•     Ability to work independently with limited supervision

•     Excellent command of English (written and spoken).

•     Working knowledge of Hindi and/or other Indian languages

5.    Duration of contract and payment

The duration of the contract shall be from February 1 to July 31, 2026, and may be renewed based on performance, organizational needs, and budget availability, up to a maximum cumulative duration of 24 months at a 100% activity rate.

Work Arrangement: This assignment may be structured on either a full-time or part-time basis depending on mutual agreement between WIPO and the selected candidate.  The activity rate (percentage of full-time equivalent) will be specified in the contract and will determine the monthly base honorarium calculation.

Applicants are requested to provide an indication of their remuneration expectations as a daily rate in Swiss francs (CHF), exclusive of any performance bonus.  Please also indicate your availability and preference for full-time or part-time engagement.

Compensation Structure:

Base Honorarium: Determined based on the candidate’s qualifications and relevant professional experience.

Performance Bonus: The Consultant may be eligible for a performance-based bonus calculated at a fixed rate of CHF 75 per eligible international trademark application filed above the established baseline.

Performance Bonus Calculation and Conditions:

•     The baseline shall be defined as the five-year historical average of international trademark applications filed by the companies or law firms actively engaged or visited by the Consultant during the contract period.
•     Only applications exceeding the established baseline will be considered eligible for bonus calculation.
•     Eligibility is limited to applications filed by companies or law firms that were actively engaged or advised by the Consultant during the contract period.

Maximum monthly bonus: Up to 20% of the base honorarium.

Total maximum monthly earnings: Base honorarium plus maximum 20% performance bonus.

Performance Review:

Monthly and quarterly assessment of KPI achievement, including:
•     Number of meetings and consultations with high-potential law firms and corporate users.
•     Conversion of engaged prospects to active Madrid System users.
•     Participation in events, webinars, and promotional activities.
•     Quality of reports, case studies, and market intelligence contributions.
Ongoing calculation of bonus eligibility throughout the contract period.
Regular and/or consistent failure to meet minimum requirements may be considered a breach of contract, potentially entitling WIPO to terminate the contract.

Travel Arrangements

The Contractor is responsible for organizing their own travel arrangements for any missions directed or authorized by WIPO from the place of assignment, and handle all the related purchases and payments themselves.

WIPO will reimburse travel expenses up to the maximum amount for the contract period, with payments only being made against receipts/presentation of tickets.

6.    Non-disclosure of confidential information

In the course of their official duties, the Contractor may have access to confidential information, including information related to applications for intellectual property protection, business strategies of companies and law firms, and WIPO internal data and analytics.

The Contractor undertakes to not disclose or use any confidential information for personal gain or for any purpose other than the performance of their official duties.  They also have the duty to report any conflict of interest should one arise.

7.    Other Information

ICS Consultants fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules.  The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the Consultant’s payment on a pro-rated basis.
