    Background

    Under the guidance and direct supervision of the Head of Office, the Senior National Humanitarian Affairs Officer (NHAO) analyzes humanitarian, political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.

    The NHAO may supervise and lead programme support staff. The NHAO works in close collaboration with the OCHA Turkey management and coordination teams, NGOs, programme staff in other UN Agencies and OCHA HQ staff. The incumbent manages and heads the OCHA Turkey liaison office in Ankara; with a key role in and liaising with the Government of Turkey and other Turkish authorities in support of the facilitation of UN and NGO cross-border operations from Turkey into Syria.

    Duties and Responsibilities

    Under the overall supervision of the OCHA Turkey Head of Office and under the day-to-day guidance of the OCHA Turkey Deputy Head of Office, the incumbent is expected to perform the following tasks:

    1) Establish and strengthen relationship with Government of Turkey and humanitarian partners

    • Represent OCHA Turkey in high level interactions, where relevant;
    • Establish and/or strengthen partnerships with the Government of Turkey and relevant Turkish authorities to promote joint or collaborative emergency response and preparedness activities;
    • Establish and strengthen engagement with Ankara-based humanitarian partners, in particular NGOs and UN agencies to foster increased exchange at the operational and policy level, including between Turkey-based programming and cross-border activities;
    • Provide support and guidance to the Resident Coordinator and UNCT members with relation to the Syria context;
    • Under delegation of authority to organize, participate and/or chair working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters, such as UNCT, SMT, etc.;
    • Undertake regular engagement with the relevant stakeholders for the humanitarian portfolio.

    2) Analysis of humanitarian issues and context changes on Syria response from Turkey

    • Participate in the implementation of the humanitarian coordination structure, strategy and policy;
    • Submission of regular and on demand analysis on governmental positions in Turkey, and how they impact on the humanitarian response and affected population;
    • Enable Ankara based stakeholders to incorporate relevant policies and IASC guidance into preparedness and response activities;
    • As relevant, support the collection of information on contextual developments which impact the humanitarian situation and response in Syria.

    3) Ensure effective functioning of Liaison office

    • Prepares, coordinates, and participates in all relevant high-level missions visiting Ankara;
    • Prepares briefing materials and presentations providing up-to-date analysis on trends and developments on the humanitarian situation in the country;
    • Support advocacy initiatives on humanitarian concerns and issues (protection of civilians, funding gaps, specific vulnerabilities);
    • Serves as focal person for all diplomatic and protocol related matters to Ministry of Foreign Affairs;
    • Perform other duties as requested by the Head of Office.

    Required Skills and Experience

    Education:

    Master’s degree or bachelor’s degree with additional 2 years of work experience in social policy, public policy, politics, economics, development studies or a related area

    Experience:

    • 5 years of relevant experience with Master’s degree (7 years relevant experience with Bachelor’s degree ) at the national and international level in humanitarian affairs, emergency relief management or development work.
    • Experience in managing diverse teams is required.
    • Work experience with Turkish Government authorities, i.e. Ministries, TRC or AFAD required.
    • Familiarity with and good knowledge of the Syria crisis and humanitarian assistance to Syria is required.
    • Familiarity and good knowledge of OCHA’s operations and mandate is strongly desirable.

    Language Requirements:

    Proficiency in English. Working knowledge of other UN language desirable
