The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA), is seeking offers from qualified U.S. citizens to provide personal services as a Support Relief Group (SRG) Water, Sanitation, and Hygiene (WASH) Advisor under a United States Personal Services Contract (USPSC), as described in the solicitation.

DUTIES AND RESPONSIBILITIES

The SRG WASH Advisor will provide technical support for various WASH programs and activities and may include all or some of the following:

Serve as a WASH expert on the PSPM Health Team in reviewing project proposals, monitoring field-level program progress and effectiveness, responding to WASH-related queries from OFDA staff, and any other WASH-related public health issue which may arise;
Work collaboratively with other OFDA WASH Advisors, to proactively prioritize global sector needs, emerging developments, and harmonized WASH guidance which OFDA is best placed to address;
Work collaboratively with other PSPM Advisors, particularly within the Health Team, to promote integration between sectors and advance best practices in integrated programming in emergencies;
Provide crucial technical expertise and recommendations to ensure that OFDA public health responses, specifically those dealing with WASH issues are robust, rapid and appropriate, and take into account best practices in the WASH sector;
Monitor the effectiveness, efficiency and appropriateness of OFDA-funded WASH programs and provide assistance for improving outcomes;
Provide the technical linkage between OFDA and other organizations, i.e. Centers for Disease Control and Prevention (CDC), Inter-Agency Steering Committee (IASC) WASH cluster, United Nations Children s Fund (UNICEF), and NGO partners that are involved in disaster and emergency response issues related to WASH;
Actively represent USAID/OFDA in emergency WASH sector forums, discussions and activities, serve as a USG emergency WASH sector resource person, and display expert technical and organizational leadership in sectoral activity commensurate with the role as a primary resource person for emergency WASH interventions;
Maintain up-to-date, expert-level knowledge of the technical area, and of the organizations engaged in related program activities;
Become certified and serve as a Contracting Officer s Representative/Agreement Officer s Representative and/or Activity Manager for contracts, grants, and cooperative agreements under portfolio of responsibility;
When in the field, collaborate with the international response actors to support the host nation s capability to provide an effective response to specific health-related issues, especially in WASH;
Develop global-level strategies and guidance documents for internal OFDA use in order to influence and direct OFDA s overall response strategies with regard to WASH-related public health emergencies;
Manage and monitor the progress of OFDA s global research and development WASH programs;
Develop and deliver WASH training modules for OFDA staff and NGO partners, in order to keep them abreast of best practices and new developments within the humanitarian WASH sector; and
Develop collaborative working-level relationships with OFDA field and HQ staff who oversee WASH-related programs as well as Food For Peace WASH technical staff.
General Duties:
Deploy, on short notice, to serve on DARTs or serve on the Washington-based RMTs, as required, with increasing levels of responsibility to include serving independently as a planning coordinator, program officer, or field officer on a DART or as a planning coordinator on an RMT;
May serve as needed, on Washington-based Response Management Teams (RMTs), which provides services and support to DARTs deployed in response to disasters. The duties on RMTs will vary;
May serve on Disaster Assistance Response Teams (DARTs) which may require immediate (within 24 hours) deployment overseas for an extended period of time; and
As needed, may serve on temporary details within the office, not to exceed six months. Duties performed while on detail will be aligned with the Team s existing duties and responsibilities as well as directly related to the scope of work provided.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

Bachelor s degree with significant study in or pertinent to the specialized field (including, but not limited to, environmental health, environmental engineering or a related field) and minimum of nine (9) years of relevant work experience in WASH programming, three (3) years of which must include on-the-ground experience in managing emergency WASH programs in humanitarian relief situations.

OR

Master s degree with significant study in or pertinent to the specialized field (including, but not limited to, environmental health, environmental engineering or a related field) and minimum of seven (7) years of relevant work experience in WASH programming, three (3) years of which must include on-the-ground experience in managing emergency WASH programs in humanitarian relief situations.

OFFEROR RATING SYSTEM
The offeror rating system factors are used to determine the competitive ranking of qualified offerors in comparison to other offerors. Offerors must demonstrate the rating factors outlined below within their resume, as they are evaluated strictly by the information provided. The rating factors are as follows:
Professional Experience (10 points)
Demonstrated experience as WASH Advisor/implementer in field humanitarian relief settings, developing and implementing programs with NGOs, UN, International Organizations (IOs), and/or USG.
Demonstrated experience in designing and/or reviewing technical WASH proposals for best practice and technical merit.
Demonstrated knowledge and familiarity of the Humanitarian field, NGO, IO, UN, USG stakeholders including operations and practices.

Skills and Abilities (10 points)
Demonstrated experience representing in a coordinating unit or body such as the Global WASH Cluster in the IASC and/or having a leading role in sectoral meetings or working groups.
Demonstrated ability to interact with high ranking officials at national and international level in unstructured settings; both of host nations, USG, and UN entities.
Demonstrated ability to conduct rapid WASH assessments in humanitarian contexts.

Teamwork Experience (10 points)
Demonstrated success in working with diverse teams in various and austere settings.
Demonstrated success in working effectively with teams in a high stress and austere environment to reach shared objectives that requires adaptive, flexible, and collaborative team work.
Demonstrated ability to manage, adapt, and monitor projects in humanitarian contexts.

BASIS OF RATING:Offerors who meet the Education/Experience requirements and Selection Factors will be further evaluated in accordance with the Offeror Rating System. Those offerors determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks.
