Proposal Summary:

MSI is preparing to bid on the USAID/Yemen Continuous Learning and Evaluation (YCLE) Project. The project anticipates providing a wide range of services to USAID to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen programs; and learn and adapt for improved effectiveness. This contract will result in strengthened Monitoring, Evaluation, and Learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. YCLE will contribute to the U.S. Governments goal in Yemen of laying a stronger foundation for a durable peace and ensuring continued alignment and adaptive management among all Mission activities by providing services across five components: 1.) Performance and Operational Context Monitoring and Verification Services; 2.) Evaluation Services; 3.) Surveys, Analysis, Assessments and Reporting Services; 4.) Collaboration, Learning and Adaptive Management Services; and 5.) Program Support Services. This is a 5-year project scheduled to begin in June 2020.

Position Summary:

MSI is seeking a Senior Monitoring, Evaluation and Learning Specialist with experience in international development projects. The ideal candidate will have at least 7 years of experience in monitoring, evaluation, learning and/or research, preferably with USAID projects. The position will require managing tasks and staff remotely from Jordan in the context of Yemens fragile environment.

Responsibilities:

Supervise all monitoring and evaluation (M&E), third party monitoring and verification assignments conducted under the contract.Manage local and third-country national staff providing project services in Yemen.Ensure quality and timely reporting to the client.Plan and implement dissemination activities for sharing results and findings of monitoring, evaluation, and research activities under the portfolio.Ensure the quality, timeliness and technical sophistication of services related to improving the integrity and usefulness of USAID/Yemens monitoring and reporting systems.

Qualifications:

Masters degree in a social science, development studies or related field preferred. Bachelors degree required.Seven years of direct experience developing and managing evaluations, monitoring systems and/or conducting social science research.Experience designing qualitative and quantitative data collection efforts, analyzing and reporting data.Significant experience supporting program evaluations, preferably as a team member.Experience with USAID preferred.Experience working in Yemen, the region or conflict environment is desirable.Fluency in English with excellent written and oral communications skills. Arabic skills are a plus.
