Chief of the Grants and Co-financing Management Unit (GCM) of the Office of Outreach and Partnerships (ORP)

Background: The Office of Outreach and Partnerships (ORP) is currently looking for a highly qualified senior professional to lead its Unit to manage and oversee resources from external partners and IDB’s own resources for technical cooperation (TC).

Our team: ORP is responsible for developing institutional relationships with governments, companies, foundations, universities, non-government organizations, as well as other key players in the development community. ORP consists of the Office in Europe (EUR), the Office in Asia (ASI), the Resource Mobilization Division (REM) and the Grants and Co-financing Management Unit (GCM).

The ORP Grants and Co-financing Management Unit’s (GCM) key functional areas include managing partner resources, ensuring compliance with fiduciary obligations, as well as reporting back to partners. GCM serves as an accountable interface that links partner resources to IDB projects, knowledge products, and programs that meet the needs of Latin America and the Caribbean through close coordination with IDB Group’s operational units and the Resource Mobilization Division.

What you will do: Provide leadership and direction to the Unit, ensuring that goals, work programs and activities are aligned with the vision of the department. Develops annual business plan and manages financial assets and talent resources to meet business needs of the Unit.

Operational Support

  • Ensure that the Unit provides timely, technically-sound, and risk-based operational advice to the Bank’s project teams and clients, in all phases of the project cycle, so that resources are deployed efficiently and disbursed in a timely manner.
  • Carry out the quality programming of resources responding to the Bank’s priorities and operation needs and identifying the most appropriate source of funding and financial instrument.
  • Implement and support the review and development of Bank policies regarding technical assistance, investment grants, and project specific grants.

Resource Management and Deployment

  • Monitor resource flow to identify excess supply, resource gaps, and trends to support the Bank’s strategic program areas in country and regional programs.
  • Support the Resource Mobilization Division to establish required financial instruments to direct reimbursable and non-reimbursable funds to the Bank’s strategic areas of intervention.
  • Support the creation of new funding structures and mechanisms, as necessary.

Fulfillment of Bank’s Fiduciary Obligations and Reporting

  • Assure compliance with the Bank’s fiduciary responsibility to partners and to the Bank regarding the use of resources.
  • Coordinate the preparation of all internal and external reporting that responds to business requirements from partners.
  • Manage the day-to-day communications with partners regarding fiduciary administration of existing funds and projects.
  • Lead and mentor the team. Manage high skilled interdisciplinary and multi-cultural professionals and work to strengthen the ability to effectively meet business needs.

Qualifications

What you’ll need:

Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

Education: Master’s degree or equivalent Licenciatura/advanced degree in economics, finance, business administration or another relevant field. A Ph.D. is desirable. Experience: Minimum of 10-12 years of relevant professional experience in the areas of partnership and resource management from external partners, as well as technical cooperation and fund oversight in administration.

At least 7-10 years at the senior leadership level in terms of leading the deployment of technical assistance and co-financed resources as well as client management involving fiduciary obligations. Experience in managing multi-disciplinary and/or cross-sector teams and recognized as a leader and authority among peers in his/her specific discipline.

Deep understanding of IDB Group’s strategies, priorities, and regulations in the operations and corporate areas.

Languages: Proficiency in at English and Spanish; knowledge of Portuguese and/or French is a plus.
