How can you make a difference?
Purpose and Objectives
the purpose of the project is to implement resilient WASH solutions in building back better to improve access to safe water and adequate sanitation and enhance capacity in the beneficiary community to sustainably manage their WASH facilities.
Methodology and Expected Outputs
As part of TC Idai recovery efforts, UNICEF will be supporting WASH activities in affected areas including restoration of boreholes, piped water schemes, protection of springs, and other ancillary infrastructure using build back better principles where appropriate. Communities will be actively involved and supported in the rehabilitation process with capacity building for community-based management systems for operation and maintenance and drinking water safety and security planning.
The consultant is expected to work closely with Local Councils, GoZ, Zimbabwe National Water Authority (ZINWA), collaborating NGOs/CSOs and other relevant stakeholders and provide engineering support for community-led rehabilitation of communal water and sanitation systems in line with build-back-better and protection standards, including for toilets/latrines, boreholes and small piped schemes.
Outputs foreseen under this consultancy includes but is not limited to: WASH capacity mapping; WASH supply plan and evaluation; WASH sector coordination reports and draft Tropical Cyclone contingency plan; Best practice protocols and guidelines; and WASH dashboard, quarterly programme updates and WASH recovery progress reports.
Major tasks, Deliverables, Timeframes and Payment Schedule
The consultant will carry out the following activities:
a) Develop and monitor partnerships between UNICEF and NGOs / CSOs to implement TC Idai recovery activities:
- Complete and maintain a mapping of WASH capacity of available partners.
- Support the development of programme cooperation agreements with selected partners based on available capacity.
- Establish and complete results monitoring templates with partners.
- Conduct field monitoring as required
b) Support the distribution and use of supplies provided by UNICEF to implementing partners and beneficiaries:
- Support on the preparation of supply plans, distribution plans, and tracking tools for UNICEF supplies including construction materials, bush pumps, and spare parts.
- Coordinate with UNICEF Zimbabwe on supply orders.
- Monitor and account for supplies provided to implementing partners.
- Coordinate the evaluation of UNICEF WASH supply assistance.
c) Provide technical support to WASH sector coordination:
- Serve as focal point for the TC Idai WASH recovery programme and liaise with Local Councils, PWSCC, DWSCC, GoZ, Zimbabwe National Water Authority (ZINWA), collaborating NGOs/CSOs and other relevant stakeholders.
- Assist with subnational sector coordination, particularly in Manicaland Province, as and when requested by UNICEF and the National WASH sector coordinator.
- Assist with the collection and analysis of recovery programme monitoring data.
- Support the development of a Tropical Cyclone contingency plan based on TC Idai experiences.
- Provide input to lessons learned exercises and assist the development of knowledge products.
d) Provide technical support in design, implementation, and supervision of recovery WASH projects in affected communities, schools and health care facilities:
- Conduct feasibility studies for new community water supply and sanitation systems.
- Provide technical review of designs and verification of associated costs.
- Undertake a comprehensive technical assessment for rehabilitation / construction WASH Infrastructure in the TC Idai affected districts, On the basis of the technical assessment prepare designs with detailed specifications, drawings (where required) as well as BoQs and cost estimates for the priority rehabilitation construction interventions.
- Ensure environmental and social safeguard requirements for specific activities are met including risk mitigation measures.
- Assist in tendering the projects based on the verified bills of quantities.
- Provide technical and logistical advice to project implementation, including field work as necessary.
- Develop protocols, guidelines and training materials for best practices in WASH infrastructure rehabilitation including designs that are based on build back better principles.
- Ensure satisfactory financial recordkeeping and reporting and timely acquittal of funds.
- Ensure project construction monitoring, supervision and certification of works.
e) Support the establishment of a water, sanitation, and hygiene sector data collection and monitoring system, building on RWIMS:
- Support mobile water resources and sanitation-related data collection including assistance with coordination, logistics, procurement, planning, data processing, and reporting.
- Assist the RWIMS Database Officer in data management and ensuring data quality.
- Assist managers and partners in analyzing water and sanitation data from the database to inform planning, programs, or projects, and in preparing reports and maps using the data.
- Provide ongoing training to Government counterparts, UNICEF and other partners in the use of mobile data collection tools, mapping, and reporting.

All deliverables will have to meet expected quality and standards as assessed by the supervisor of the assignment. Should the consultant fail to deliver as per expected quality and standards, UNICEF reserves the right to amend the payouts accordingly, or to delay them until satisfactory submission has been received.
Consultancy Timeframe and Location
The duration of the contract shall be 11 ½ months beginning in mid-January 2020. The consultant is expected to work on a full-time basis based in Chipinge with travel to Harare from time to time. The consultant shall undertake frequent travel to project sites. Official travel within and outside of Chipinge will be arranged by UNICEF or reimbursed following UNICEF operational guidelines. UNICEF will arrange or reimburse the consultant for mobilization to Chipinge, but no DSA will be paid while living in Chipinge.
Supervision
The Chief WASH of UNICEF Zimbabwe shall provide overall supervision. The UNICEF WASH Manager and WASH Specialists based in Harare, shall provide technical guidance as required.

Consultancy Requirements
Education
Advanced university degree in one of the following fields is required, Environmental Health, Civil Engineering, Hydro(geo)logy, Water Management, Sanitation Engineering or other related technical field with 5 years progressive experience in WASH in developing countries. A first university degree in a relevant field, combined with 8 years progressive professional experience maybe accepted in lieu of an advanced degree.
Experience
- At least five years of progressive experience in WASH in developing countries; sub Saharan African experience will be an added advantage.
- Excellent technical knowledge and experience in the planning, design and rehabilitation of water and sanitation infrastructure, small piped water systems and borehole development; deployment in emergency context will be an asset.
- Demonstrated experience in community engagement, hygiene promotion and social mobilisation.
- Experience working with UN agencies and/or NGO and demonstrated ability to work in complex environment.
- Proven experience of working in liaison with broad range of stakeholders including inter-alia, government agencies, international organizations, and development partners for the delivery of WASH services in humanitarian situations
- Excellent communication skills including fluency in English (verbal and written).
