Each year, an estimated 112,000 children in Uganda will have hypoxemia or low levels of oxygen in the blood. Without appropriate treatment, it is estimated that up to 30,000 of these children will die. Hypoxemia is a life-threatening condition, correlated with disease severity, and increases the risk of death by up to 5.4 times.
Access to oxygen is essential in a health system, and oxygen therapy is required across a wide range of conditions, including pneumonia, sepsis, malaria, obstructed labor, and birth asphyxia. Availability of oxygen varies significantly, and is often complicated by inadequate provider knowledge on administration of oxygen therapy, scarcity of equipment, and where available, it is often non-functional. Newborns and young children are especially vulnerable; ~20% of neonate admissions and ~13% of pediatric pneumonia cases require oxygen therapy.
CHAI supported the government of Uganda to develop the oxygen scale up plan and helped prioritize actions for immediate attention. Some of the priorities identified include strengthening providers’ capacity to manage hypoxemia, ensuring continued functionality of the oxygen equipment though proper repair and maintenance; improving the distribution of oxygen leveraging off the newly constructed plants and sustainable financing for distribution. With funding from ELMA and Bill & Melinda Gates Foundation; CHAI will support the government accelerate implementation of the prioritized activities outlined above; in a scalable and sustainable way.
Under the supervision of the Manager, the Senior Coordinator will be responsible for coordinating the design, delivery, monitoring, and evaluation of an evidence-based training and mentorship program for health care workers at district and regional level. The mentorship program will contribute to the strengthening of health workers’ capacity to correctly assess, classify and treat hypoxemia.
They are responsible for leading capacity building i.e. training, supportive supervision, quality improvement, capacity building and mentorship activities for the Expanding Access to diagnosis and treatment of Hypoxemia work stream.
CHAI is seeking a motivated and mission oriented individual with strong analytic, problem solving and cross-cultural communication skills. S/He should have a good record of accomplishment of project delivery in a results focused environment and first-hand experience in building sustainable financing and supply chain systems.
Lead the design and implementation of a capacity building plan including milestones and key deliverables; and work with the sub national mentors to manage and support capacity-building activities at the subnational level.Lead the design and implementation of innovative capacity building approaches including on the job training and mentorship to build the competencies, attitudes and motivation to optimize the performance of health workers for quality service delivery and data use to improve service access and quality.Lead human resource optimization processes including coordinating the training of partners on the integrated-Human Resource Information System, coordination of routine partner inputs for training and ensuring development and dissemination of training and service coverage overlay reports.Refine and/or develop evidence based training packages, protocols, manuals, clinical training materials, job aids, and curricula and other training materials and secure approval for rollout in target districts by relevant departments of the Ministry of Health.Manage the adaptation and maintenance of a competency-based curriculum package for training health facility staff in management of hypoxemia.
Coordination and Networking:
Coordinate training and mentorship activities at district /regional level to strengthen the capacities of health workers to correctly assess, classify and treat hypoxemia.Represent CHAI and actively participate in relevant Technical Working Group Meetings and conferences.Develop and maintain collaborative relationships with Ministry of Health, district level officials, implementing partners, national professional associations, and other public and private sector entities to ensure that all training and capacity building activities conform to current practice as well as government policy and regulations.Support Ministry of Health, professional associations, other national stakeholders in the revision/development of evidence-based standards for competency in diagnosis and treatment of hypoxemia.Lead the process of refining the training and mentorship manuals and assessment tools, to incorporate lessons learnt/emerging issues for dissemination.
Ensure adherence to Ministry of Health policies and guidelines on all the program component parts with specific focus on quality improvement.Facilitate and advise quality improvement teams/committees of program supported districts and health facilities on development and maintenance of quality improvement plans to address gaps in service provision.
Monitoring, Reporting and Quality Assurance:
Work with Monitoring and Evaluation Analyst to design and implement a program performance-monitoring plan to track data and results for the capacity building initiatives, to ensure documentation of impact and ongoing monitoring of the technical quality of capacity building activities.Develop and implement quality assurance systems for capacity building interventions.Participate in project quarterly and annual review meetings.
Other responsibilities as needed.**Qualifications**
A clinical background (midwife, medical doctor) with experience in Maternal, Newborn, Child and Health.At least 3-5 years’ experience working in Maternal, Newborn, Newborn and Child Health with a focus on competency based training on Emergency Obstetric Care Services, Integrated Management of Newborn & Child Hood Illness and Integrated Management of Pregnancy and Childbirth.Practical project management skills, high level of organization and good attention to detailDemonstrated experience managing complex projects involving multiple teams, including priority setting, planning, budgeting, performance review and management; and influencing with limited authorityAdvanced proficiency in computer packages such as Microsoft Office: Excel, PowerPoint, and WordHigh emotional intelligence, patience and thoughtfulness even in high-pressure, stressful situationsExcellent analytical (qualitative and quantitative) and communication (written and verbal) skillsDemonstrated capacity to synthesize data into an effective presentation of results for a variety of audiences including Ministry of Health, Donors and policy makersExcellent communication and presentation skillsExceptional time-management, with an ability to manage multiple tasks under tight deadlines
