DRC in Turkey is seeking to better understand the needs of displaced Syrians, their families and their host communities. Since 2013, DRC has successfully supported Syrian refugees and their host communities, directly and through partners, with a range of projects across protection, GBV and economic recovery sectors, the response largely informed by basic needs assessments. DRC is now seeking to conduct in-depth research involving a cross section of the community to ensure that support is targeted and relevant to their specific needs and a long term strategy is developed.

CONSULTANCY OBJECTIVES

Needs Assessment: to identify any gaps in service provision in the target communities in relation to food and economic security, rights protection with a view to developing a context specific, sustainable mitigation programme involving the views of displaced persons and their family members.

Market Analysis: to identify and design livelihood development programmes that, if implemented, increase the employment opportunities and improve the living conditions of displaced populations. This will involve assessing the potential for growth, profitability and employment of large numbers of displaced populations into local economic sectors, whether in self or wage employment.

GEOGRAPHICAL LOCATIONS

These assessment will be conducted in Hatay, anl urfa, Kilis, and Kahramanmara , South-East Turkey.

CONSULTANCY DELIVERABLES

With the above mentioned activities in mind, this consultancy has two deliverables which should include:

Need Assessment

Develop tools and methodology for the needs assessment

Conduct needs assessment in identified areas

Disseminate the findings of the needs assessment to the relevant stakeholders

Produce needs assessment report and provide recommendations for strategic planning

Annexes: time table, tools, number of participants (anonymous), documents consulted, overview of relevant secondary research

Market Analyses

Produce market analyses report and recommendations on market development solutions for each selected market sector, key leverage points for interventions including collaboration partners in line with DRC Partnership strategy and selection criteria, reflecting incorporation of existing secondary data.

SWOT analysis based off the general economic situation, labor market regulatory framework for each identified wage and or self-employment, growth prospects and information about private sector actors, sector and stakeholder environment, available financial services for refugees in Turkey consolidated in an annex to Market Analyses.

Documentation of selected market opportunities for wage employment and or the creation of self-employment for aspirant entrepreneurs. This should include specific indicators based on which these opportunities were selected. Collected data should be disaggregated by gender, age and nationality.

Training and institutional capacity development needs assessments of key actors within the selected sectors.

TIMEFRAME

The consultancy will be asked to complete these exercises and analysis for each of the four provinces in maximum 25 working days.

CONSULTANCY PROFILE

At the minimum. the Consultant/consulting firm is expected to meet the following criteria in order to be eligible:

A degree in the fields of Social Sciences, Statistics, Demography, Research Methodologies, Development Studies and any other related fields.

At least five (5) year experience in research related to market analysis, value chain, economic recovery in post-crisis/development settings and participatory methodologies and approaches such as PRA, situational and problem analysis.

Knowledge of community mobilization and development.

Experience in data analysis, presentation methods and report writing.

Good drafting skills and ability to write well-structured reports as per provided 2-3 samples of work

Proven capacity to communicate and work effectively with different groups of people;

Fluency in English (oral and writing skills) Arabic/Turkish knowledge is strong asset,

Field work experience in south-east Turkey is an asset.
